HBC Engineering Company | 103 <br />Joseph Williams <br />Cost Estimation & Project Controls Specialist <br />Joseph is a senior cost estimation and project controls specialist with roughly <br />38 years of experience supporting public and private capital improvement <br />programs. He specializes in cost estimating, scheduling, value engineering, <br />change order management, and budget oversight across municipal, <br />transportation, aviation, education, and federal programs. His clients have <br />included the City of Miami, Miami-Dade County, PortMiami, and the Miami- <br />Dade Aviation Department, where he has managed program-level cost and <br />schedule controls from design through closeout. Joseph is proficient in <br />Primavera, E-Builder, Procore, Timberline, On-Screen Takeoff, and FEMA's <br />Grants Manager. He reviewed all <br />procedures and the duties and responsibilities of city staff and their consultants, and provided comments and an <br />overall review of the CIP operating and control environment reporting system to strengthen program transparency <br />and accountability. <br />Location: Miami, FL.
