<br />Willie Barley Jr. is a CEI Senior Inspector with extensive, hands-on experience
<br />in transportation and heavy civil construction, specializing in CEI concrete
<br />operations and materials compliance. Through his tenure with the FDOT
<br />State Materials Office (Concrete Department), he served as a lead inspector
<br />on critical infrastructure projects throughout South Florida, providing rigorous
<br />oversight of concrete materials, mixture production, and placement activities
<br />to ensure strict adherence to FDOT specifications and industry standards.
<br />Willie is recognized for his ability to identify and resolve quality issues in
<br />real time, coordinate effectively with contractors and plant/field personnel,
<br />and maintain thorough documentation that supports consistent, durable
<br />results. His project experience includes major corridor and interchange
<br />improvements, with significant involvement on the I-95 and I-395 programs
<br />where quality, schedule, and performance demands were especially high.
<br />* FDOT District 4 & 6 - State Material Office (Concrete Department)
<br />Performed comprehensive inspection and quality assurance oversight of
<br />concrete materials, mixture designs, and production practices to ensure
<br />compliance with FDOT specifications and applicable ASTM/AASHTO
<br />standards across numerous high-profile construction projects spanning
<br />from the Florida Keys through Central Florida. Verified batch plant and
<br />field operations, reviewed mix submittals and test reports, witnessed
<br />sampling and testing (including fresh and hardened concrete), and evaluated
<br />aggregate, cementitious, admixture, and water sources for conformance
<br />and consistency. Documented findings, tracked nonconformances, and
<br />coordinated corrective actions with contractors, producers, consultants, and
<br />project teams to maintain specification compliance, support constructability,
<br />and protect long-term pavement and structural performance. Maintained
<br />clear, accurate inspection records and communicated results to stakeholders
<br />to ensure the concrete delivered and placed met durability, strength, and
<br />workability requirements for critical infrastructure work.

<br />* Archer Western Concrete Batch Plant
<br />Operated and managed daily concrete batching and production activities supporting major FDOT infrastructure
<br />work, including critical deliveries for the I-95 and I-395 projects, ensuring uninterrupted supply and consistent
<br />quality for high-volume placements. Produced concrete in accordance with approved mix designs and FDOT
<br />requirements, monitoring moisture, aggregate gradations, admixture dosing, water–cementitious ratios,
<br />temperatures, and slump/workability targets to maintain uniformity and performance. Coordinated closely with
<br />dispatch, field crews, and quality control staff to meet production schedules while minimizing waste and downtime.
<br />Functioned as an extension of the State Materials Office Concrete Department by proactively verifying material
<br />certifications, calibrations, batch records, and test results; identifying nonconformances; and implementing
<br />corrective actions to ensure all concrete materials and mixtures met specification and durability expectations
<br />before leaving the plant.
