HBC Engineering Company | 137 <br />Luis Membreno <br />CEI Senior Inspector <br />Luis has significant experience working in the Construction Engineering and <br />Inspection (CEI) industry as a Quality Control (QC) and verification field <br />CEI Senior Inspector. This experience has allowed him the ability to handle <br />diverse construction operations, including asphalt coring, soil testing, and <br />sampling. Luis also has a deep understanding of Milling and Resurfacing <br />(M&R), road rehabilitation, and maintenance techniques. His proficiency <br />also includes preparing daily work reports utilizing PrC, compiling VT Asphalt <br />Reports, analyzing IV Cores data for quality control purposes, concrete <br />coring, testing, and sampling; earthwork, verifying contractor-installed <br />quantities, and Maintenance of Traffic (MOT). He is also well-versed in the <br />oversight of multiple facets of construction projects, such as Intelligent <br />Transportation System (ITS) infrastructure, Horizontal Directional Drilling <br />(HDD), and electrical infrastructure. Luis is intimately familiar with handling <br />project closeout documentation, including comprehensive punch lists, which <br />underscores his organizational skills and meticulous approach. <br />MDC-DTPW, Snowden Pedestrian Bridge over the C-100 Canal <br />Luis Membreno serves as the Senior Bridge Inspector for the Snowden <br />Pedestrian Bridge being built just north of Southwest 174th Street over the <br />Cutler Drain Canal (C-100), replacing an older bridge with a narrow pedestrian <br />walkway. The new structure will be 12 feet wide to accommodate two-way <br />pedestrian and cyclist traffic. In addition to the bridge itself, the project <br />includes several enhancements, such as improved lighting along the trail <br />and bridge, clearer signage and pavement markings, upgraded drainage <br />to manage stormwater runoff, and landscaping to beautify the area. These <br />improvements aim to enhance connectivity and accessibility for pedestrians <br />and cyclists and to promote active lifestyles among residents. Luis is <br />responsible for maintaining constant coordination with residents, maintaining <br />daily work reports, photo documentation, all VT testing requirements, and <br />tracking quantities for estimate cut-off, as well as participating in all progress <br />meetings in this high-visibility project. <br />Location: Village of Palmetto Bay, FL. Reference: <br />Daniela Fernandez, (305) 905-6268, daniela.fernandez2@miamidade.gov. <br />Palm Beach County (PBC), Roadway, Sidewalk, and Pedestrian Lighting <br />Improvements on Cherry Rd from N Military Trail to Quail Dr LAP Project <br />This project involves the construction of an 8’ wide sidewalk along the north <br />side of Cherry Road, stretching from N. Military Trail to a point 120’ west of <br />Quail Drive. Additionally, a 6’ wide sidewalk will be constructed on the south <br />side of Cherry Road, covering the same stretch from N.
