<br />EXPERIENCE
<br />Manuel has served as a Project Manager and Coastal Engineer providing specialized
<br />coastal engineering support for a wide range of multidisciplinary civil engineering
<br />projects involving transportation infrastructure, site development, waterfront facilities,
<br />utilities, and upland development in coastal environments. His expertise is frequently
<br />integrated into larger design teams to evaluate and address coastal processes, flooding,
<br />erosion, wave action, and sea level rise, ensuring that transportation corridors, bridges,
<br />roadways, buildings, utilities, and site improvements can be designed and permitted to
<br />withstand coastal hazards while meeting regulatory requirements. Throughout his
<br />career, Manuel has supported civil, structural, transportation, and environmental
<br />engineering teams by performing coastal engineering analyses that inform site
<br />planning, roadway design, stormwater management, grading, and infrastructure
<br />resilience. His experience includes developing Nature-Based Solutions (NBS) and
<br />hybrid shoreline stabilization systems—including living shorelines, reinforced dunes,
<br />living breakwaters, gabion shorelines, riprap revetments, and other resilient shoreline
<br />protection measures—to protect adjacent infrastructure while enhancing ecological
<br />function and improving long-term project resilience. He has also completed
<br />numerous sea level rise and coastal vulnerability assessments to support resilient
<br />planning and design for public infrastructure and private developments.
<br />REPRESENTATIVE PROJECT EXPERIENCE
<br />Westshore Marina District Living Shoreline and Shoreline Armoring, Tampa, FL.
<br />Served as the Coastal Engineer responsible for the planning, analysis, and design of
<br />the waterfront components of a mixed-use real estate development, including a small
<br />craft marina, navigation dredging, and the replacement of approximately 1,700 linear
<br />feet of deteriorated seawall with a resilient shoreline stabilization system consisting of
<br />riprap revetments and living breakwaters. Performed hydrodynamic and wave
<br />modeling to evaluate coastal conditions, establish design criteria, and develop
<br />shoreline protection alternatives that reduced erosion, dissipated wave energy, and
<br />enhanced ecological value. Coastal engineering analyses supported the broader civil
<br />engineering and site development team by informing decisions related to site layout,
<br />grading, roadway and utility design, stormwater management, and the protection of
<br />upland buildings and infrastructure from coastal hazards. The project also supported a
<br />successful FEMA Conditional Letter of Map Revision (CLOMR), resulting in the
<br />removal of most of the project's upland areas from the Special Flood Hazard Area
<br />(SFHA), reducing flood risk and improving development potential. Throughout the
<br />project, coordinated with multidisciplinary design teams and regulatory agencies to
<br />integrate coastal resilience into the overall development while meeting engineering,
<br />environmental, navigational, and permitting requirements.
<br />Varadero Development, Sunny Isles Beach, FL. Served as the Project Engineer for the
<br />Florida Department of Environmental Protection (FDEP) Coastal Construction
<br />Control Line (CCCL) permitting of the proposed Varadero mixed-use coastal
<br />development. The project consists of two residential towers connected by a shared
<br />podium structure, incorporating multiple swimming pools, amenity decks, and other
<br />resident facilities. Responsibilities included performing coastal engineering analyses
<br />required to support the CCCL permit application, including evaluation of the site-
