<br />PROJECT TEAM QUALIFICATIONS
<br />HBC Engineering Company (HBC) understands that the City of Sunny Isles Beach requires a qualified,
<br />multidisciplinary team capable of supporting a broad range of continuing professional architectural and engineering
<br />consulting services under a CCNA continuing services contract. The RFQ includes as needed assignments for
<br />municipal projects involving City lands, buildings, facilities, utilities, roads, drainage, transportation, traffic,
<br />permitting, planning assistance, design documents, cost estimating, bidding support, construction administration,
<br />inspections, CEI, and related technical support. Under the leadership of HBC’s proposed Project Manager, our team
<br />is organized to provide the technical depth, responsiveness, and Florida municipal experience needed to support
<br />the City throughout the contract term.

<br />HBC’s team includes senior professionals in general civil engineering, roadway and drainage design, transportation,
<br />transit and traffic engineering, construction engineering and inspection, construction administration, utility
<br />coordination, electrical engineering, survey and mapping, environmental and coastal engineering, structural
<br />support, landscape and site restoration coordination, permitting, cost estimating, QA/QC, public involvement, and
<br />grant coordination. This structure allows HBC to assign the appropriate technical specialists to each task order
<br />while maintaining clear accountability through the Project Manager and Engineer of Record. The team’s experience
<br />with municipal infrastructure, roadway improvements, utility systems, building and facility support, plan review,
<br />inspections, constructability, permitting, and construction phase services provides the City with a practical,
<br />implementation focused team for varied assignments.

<br />HBC’s project delivery approach is built around proactive coordination, early confirmation of task requirements,
<br />and disciplined quality control. At the start of each assignment, the Project Manager will coordinate with City
<br />staff, applicable County departments, regulatory agencies, utility owners, and project stakeholders to confirm
<br />project limits, design criteria, permitting requirements, schedule milestones, budget expectations, deliverables,
<br />and approval pathways. HBC will use technical workshops, milestone reviews, QA/QC checkpoints, cost estimate
<br />updates, constructability reviews, and clear communication protocols to identify issues early and keep each task
<br />progressing efficiently.

<br />HBC has assembled a team whose capabilities directly support the RFQ’s requested disciplines,
<br />including architectural and engineering design support, civil infrastructure, transportation and traffic,
<br />CEI, electrical, survey, environmental and coastal services, permitting, construction administration,
<br />and grant related coordination. Our team is familiar with the coordination required for projects involving
<br />Miami-Dade County, FDOT, DERM, DEP, ACOE, local permitting agencies, and municipal staff. Together,
<br />the HBC team is positioned to provide the City of Sunny Isles Beach with integrated, responsive, and
<br />technically sound support for continuing professional architectural and engineering consulting services.
