HBC Engineering Company | 21 <br />Key Project Elements: <br />• Intersection Improvements: Upgrades at <br />37 intersections, including ADA-compliant <br />curb ramps, pedestrian countdown <br />signals, enhanced crosswalks, green bike <br />lane delineations at conflict zones, and <br />updated signage to improve safety and user <br />experience. <br />• Mid-Block Crossing: Installation of a <br />new pedestrian mid-block crossing north <br />of Broward Boulevard featuring high- <br />emphasis crosswalk markings, flashing red <br />arrow for northbound left turns, pedestrian <br />channelizing barriers, advanced warning <br />signage, and upgraded lighting to enhance <br />visibility and reduce crash risks. <br />• Bicycle and Pedestrian Facilities: <br />Improvements along SR 858 from west of <br />Edmund Road to east of SW 58th Avenue, and along SR 7 from Southgate <br />Boulevard to the Cypress Creek Greenway/C-14 Canal, addressing critical sidewalk gaps, enhancing ADA <br />accessibility, and upgrading existing bike lanes. <br />• Lighting Enhancements: Retrofit and installation of lighting infrastructure at 23 locations, including along the <br />corridor segment from Southgate Boulevard to the C-14 Canal, to improve nighttime safety for all users. <br />Coordination and Stakeholder Engagement: <br />Given the corridor’s regional scale and the need to address jurisdictional complexity, HBC led extensive <br />coordination efforts with 15 municipalities (including Miramar, West Park, Hollywood, Plantation, Fort Lauderdale, <br />Davie, Lauderhill, Coral Springs, and others), the Seminole Tribe of Florida, Broward County, utility agencies, and <br />FDOT. Efforts included negotiation of ROW license agreements, resolution of maintenance responsibilities, and <br />facilitation of stakeholder consensus on design elements such as lighting and traffic control. <br />Technical and Logistical Challenges Overcome: <br />• Secured 10 ROW licenses and 4 maintenance maps critical to project implementation. <br />• Obtained SFWMD permits for stormwater-related work within FDOT right-of-way. <br />• Maintained uninterrupted access to businesses and residences during construction through phased <br />implementation and strategic Maintenance of Traffic (MOT) plans. <br />• Incorporated context-sensitive safety measures such as pedestrian countdown timers, green-colored bike <br />lane surfaces at conflict points, and mid-block crossings with enhanced warning systems. <br />Through proactive planning, stakeholder engagement, and technical rigor, HBC delivered design solutions <br />that improved safety and mobility and reinforced the corridor’s role as a regional multimodal spine. The <br />project exemplifies how integrated design can support long-range planning, enhance transit experience, and <br />advance Complete Streets principles across complex urban corridors. <br />building <br />13.
