through design, permitting, bidding, construction administration, and closeout. He will define scope,
schedule, budget, deliverables, and staffing needs while coordinating HBC’s civil, utility, transportation,
electrical, structural, mechanical, survey, environmental, coastal, geotechnical, and CEI professionals.

Fernando will lead reviews at the 30, 60, 90, and 100 percent design stages, monitor schedules and budgets,
coordinate agency approvals, and confirm consistency among plans, specifications, cost estimates, permits,
and bid documents. His management approach will provide clear accountability, timely communication, and
reliable access to qualified personnel throughout the contract.
