Reference: Jonathan DeLaura, jdelaura@pbcgov.org. <br />MDC-DTPW, Design-Build Services for NE 2nd Ave Reconstruction <br />As Drainage Engineer, Hernan developed the drainage design for the widening and reconfiguration of a Miami-Dade <br />roadway segment that includes bike lanes, street parking, a Two-Way Left-Turn Lane, pavement reconstruction, <br />curb and gutter repairs, and sidewalk reconstruction. His design incorporated an enhanced storm sewer system <br />with treatment, positive discharge, flood protection, and pedestrian and vehicular safety measures. The plans <br />were developed to mitigate impacts to existing businesses and adjacent communities. <br />Location: Miami, FL. Dates: Ongoing. Reference: Alejandro Sauleda, alejandro.sauleda@miamidade.gov. <br />FDOT District 4, Hollywood Gardens Sidewalk Complete Streets LAP Project <br />Hernan served as Drainage Engineer for this Complete Streets Local Agency Program project, delivering utility <br />coordination and drainage design for new and harmonized sidewalks, bike lanes, and shared lanes to improve <br />multimodal connectivity. Deliverables featured typical section details, drainage structures, roadway plans, SWPPP, <br />and Temporary Traffic Control Plans. He developed drainage solutions including roadside ditches, French drains, <br />and bioswales to manage runoff effectively while incorporating ADA-compliant features, and resolved challenges <br />such as sidewalks through driveways and utility conflicts. <br />Location: Hollywood, FL. Reference: Kenzot Jasmin, PE, kenzot.jasmin@dot.state.fl.us. <br />MDC-DTPW, The Underline Phase II Design-Build Project <br />As Chief Utility Coordinator, Hernan directed utility coordination for improvements along the Metrorail right-of- <br />way including signing and pavement markings, wayfinding signage, street furniture, landscaping, and lighting <br />adjacent to the Vizcaya Metrorail Station. The scope included civil, landscaping, and electrical design, surveying, <br />geotechnical engineering, permitting, and public involvement. He coordinated design with utility companies, <br />Miami-Dade County, and the City of Miami across this pedestrian-focused urban corridor. <br />Location: Miami, FL. Reference: Mario B. Rojas IV, PE, mrojas@hntb.com. <br />MDC-DTPW, NW 84th Avenue Reconstruction from NW 58th St to NW 74th St Design-Build <br />As Drainage Engineer, Hernan leads development of drainage engineering plans for reconstruction of an existing <br />two-lane roadway into a four-lane roadway with a Two-Way Left-Turn Lane where right-of-way is available. His <br />design includes a new closed drainage conveyance system, connection to an existing outfall and stormwater <br />retention facilities, replacement of existing Corrugated Metal Pipe culverts with Reinforced Concrete Pipe culvert <br />crossings, and a new stormwater management facility to compensate for additional impervious areas, along with <br />multi-agency permitting, utility coordination, and utility designation and locates. <br />Location: Miami, FL. Reference: Alejandro Sauleda, alejandro.sauleda@miamidade.gov. <br />FDOT District 4, S.R. 817/University Dr from Nova Dr to S.R. 84 <br />As Project Manager and Roadway Engineer of Record, Hernan leads roadway improvements along S.R. 817/ <br />University Drive from Nova Drive to S.R. 84, including roadway widening to add a new auxiliary lane extending from <br />NW 33rd Street to the westbound I-595 ramp to improve traffic flow and accessibility.
