<br />Hernan specializes in drainage design, stormwater management, roadway
<br />design, and construction administration, with extensive experience in
<br />transportation infrastructure projects. He has led and managed projects for
<br />FDOT, Miami-Dade County, and other public agencies, overseeing drainage
<br />analysis, floodplain management, utility coordination, and permitting. His
<br />expertise includes developing stormwater solutions, conducting Hydrologic
<br />and Hydraulic modeling, and ensuring regulatory compliance with FDOT,
<br />FDEP, SFWMD, and local municipalities. A licensed Professional Engineer
<br />in Florida and Texas, he is also a Certified Floodplain Manager and a Florida

<br />Hernan serves as Drainage Engineer leading stormwater design and
<br />connectivity enhancements to improve multimodal access and pedestrian
<br />and bicycle safety along S.R. 7/U.S. 441. He designs effective drainage systems
<br />with culvert crossings, flumes, and curb inlets, and coordinates stormwater
<br />management for new Shared-Use Paths and sidewalks. His scope supports
<br />ADA-compliant curb ramps, pedestrian signalization, pedestrian lighting
<br />at high-emphasis crossings, retaining walls beneath the I-595 bridges, and
<br />landscape enhancements, integrating pedestrian-focused infrastructure
<br />with compliant stormwater solutions.

<br />City of Belle Glade, Engineering Services to Design Basin H Stormwater
<br />Improvements
<br />As Project Manager and Engineer of Record, Hernan leads modeling and design
<br />of stormwater infrastructure improvements serving existing communities
<br />within Sub Basin H. He performs Hydrologic and Hydraulic modeling in
<br />accordance with the City Stormwater Master Plan to support the design of
<br />new drainage pipe systems, drainage structures, a downstream defender
<br />device for water quality treatment, and a new outfall to the South Florida
<br />Conservancy District canal. He integrates topographic and geotechnical data
<br />and coordinates with survey, utility, and public works stakeholders to ensure
<br />functionality, compliance, and constructability.
