Dates: 2005-2011. <br />* City of Miami Beach Water & Wastewater Master Plans <br />Fernando led development and implementation of comprehensive Water and Wastewater Master Plans for the City <br />of Miami Beach. The effort included hydraulic modeling, system capacity analysis, and force main risk assessment. <br />He directed long-term capital sequencing to address population growth and sea level rise impacts on the coastal <br />utility system. <br />Location: City of Miami Beach. Dates: 05/2017. Contract No.: 2017-129-KB. <br />* Miami-Dade County, 48 Inch Microtunnel Sewer Interceptor (Brickell Sewer Interceptors) <br />As Principal in Charge, Fernando guided delivery of a fast-tracked design-build project constructing a 48-inch <br />microtunnel gravity sewer interceptor in Downtown Miami under dense urban conditions. The project required <br />advanced tunneling techniques and coordination with active transportation corridors and utilities. He led delivery <br />strategy, risk management, and executive client coordination to maintain schedule and performance objectives. <br />Location: Miami, FL. Dates: 2013-2015. <br />* City of Miami Beach, Government Cut Regional Pump Station (25 MGD) <br />Fernando directed design coordination and oversight of a 25 MGD regional raw sewage pump station discharging <br />into a 54-inch force main conveying flows to the Central District Wastewater Treatment Plant. The work included <br />peak flow mitigation strategy, structural coordination, and regional conveyance integration. He ensured the coastal <br />facility met capacity and reliability objectives in coordination with Miami-Dade County. <br />Location: City of Miami Beach, FL. Dates: 2006-2009. <br />* City of Fort Lauderdale, Waterworks 2011 Infrastructure Upgrade Program <br />As Assistant City Engineer, Fernando oversaw implementation of a comprehensive citywide water, wastewater, <br />and stormwater system upgrade program valued at approximately $550 million. Improvements included sanitary <br />sewer rehabilitation, force main replacements, water main upgrades, and treatment facility enhancements. He <br />directed program implementation, capital planning coordination, and regulatory compliance to support long-term <br />system reliability. <br />Location: Fort Lauderdale, FL. Dates: 06/2002-06/2004. <br />* Florida Department of Transportation, Orlando Beltway (SR-417), Oviedo Segment <br />As Drainage Engineer, Fernando led the design and analysis of highway stormwater management systems for <br />this limited-access toll facility, developing roadway conveyance networks, hydraulic grade line evaluations, and <br />stormwater collection systems in accordance with FDOT criteria. He performed ponding analysis to verify spread <br />compliance and operational safety under design storm events and developed basin discharge configurations for <br />controlled outfall performance, applying hydrologic and hydraulic modeling to support resilient system capacity <br />and permitting requirements. <br />Location: Orlando, FL. <br />Fernando A.
