<br />Adelbert is an experienced civil engineer and project manager specializing
<br />in water, wastewater, and site development projects. He brings a strong
<br />background in master planning, hydraulic modeling, utility design, and
<br />construction document preparation, with a track record spanning water
<br />and sewer system expansions, pump stations, dredging, stormwater
<br />infrastructure, and large-scale site developments. His Florida experience
<br />includes leading water transmission main design for Miami-Dade County and
<br />coordinating raw water improvements in the City of Riviera Beach. Licensed
<br />as a professional engineer in Florida and five additional states, Adelbert
<br />directs multidisciplinary teams and technical analyses to deliver reliable,

<br />associated Consumer Line Relocations. He directs the route feasibility
<br />study, coordinates topographic and boundary surveys, manages Subsurface
<br />Utility Engineering exploration and geotechnical investigations, and leads
<br />preparation of phased design packages while supporting permitting,
<br />procurement, and construction-phase engineering.

<br />On this Design-Build project constructing a new raw water treatment plant
<br />and expanding the existing raw water network, Adelbert leads review of the
<br />transmission line design and coordinates comment resolution. The work
<br />includes installation of new wells and raw water transmission lines connecting
<br />to the treatment plant.

<br />Puerto Rico Aqueduct and Sewer Authority (PRASA), Improvement to
<br />Sanitary Trunk Sewer Van Scoy
<br />As Water Resource Design Manager, Adelbert oversees the design and
<br />coordination of a 2.3 km sewer force main redirecting flows from the Toa Alta
<br />Heights Pump Station away from the existing Van Scoy trunkline. He directs
<br />all technical aspects of the alignment, including hydraulic evaluation, utility
<br />conflict mitigation, and constructability planning for roughly 1 km of open-
<br />trench installation and 1.3 km of Horizontal Directional Drilling to minimize
<br />surface disruption and meet permitting and agency standards.
