<br />Dr. Abia is a Florida Professional Civil Engineer with design and construction
<br />experience across several specialties, including highway and roadway design
<br />and construction, building and structures design, building inspections,
<br />plans production, permitting, land development, project and consultant
<br />management, contract administration, cost estimating, plans review, and
<br />specifications. His project management experience includes bascule bridges
<br />and public outreach, supported by training in public management, statistical
<br />analysis, process design, quality control, and project scheduling, and by
<br />coordination with federal, state, and local agencies. At HBC he leads utility
<br />coordination and QA/QC on design and design-build projects, performing
<br />detailed computation and specification reviews, resolving utility conflicts

<br />Services Contract
<br />Senior Civil/Structural Engineer and Project Manager responsible for 40-year
<br />building recertification inspections for various MDC-PROS buildings. The
<br />task work order contract includes signed and sealed electrical and structural
<br />evaluation reports, recommendations for renovations or repairs, a structured
<br />inspection approach, structural condition assessment, and long-term
<br />maintenance strategies.

<br />City of Miami, Department of Fire-Rescue Station 5
<br />Structural Engineer and reviewer for preparation of design plans for the
<br />structural beam modification required to accommodate fire truck clearance
<br />at Fire-Rescue Station 5, located at 1200 NW 20th Street. The modification
<br />required cutting the existing concrete beam and reinforcing it with steel
<br />plates. Performed review of the structural analysis of the existing beams and
<br />of the modified beam with the added steel plates supplementing the reduced
<br />concrete section and remaining reinforcement. Plans were approved by the
<br />City of Miami Building Department.

<br />MDC-DTPW, NW 84th Avenue Widening and Reconstruction from NW
<br />58th Street to NW 74th Street Design-Build
<br />Utility Coordinator and QA/QC Reviewer for the widening and reconstruction
<br />of NW 84th Avenue into an ultimate curved five-lane undivided urban roadway.
