City Manager Russo noted a supplemental memo he distributed to
the Commission yesterday. We had a number of substantial and very legitimate medical
cases which made our experience pretty bad, and it may not be much better next year,
combined with the increase of cost for health care has made this a real challenge. Between
the work of our staff, our Brokers, and he has to give particular credit to our employee both
from the sworn Police Department and civilian who worked with him through several
meetings, not only in working on getting the cost down right from the carriers, but he is
looking at some of the benefits that were fair and reasonable to keep both the City's cost
down and in turn the employee's cost down, and we are still negotiating with the employee
representatives and changes in the formula for the employee contribution which will benefit
the City and the overall good of the employees. Sometimes when you put the problem on the
table without the solutions and say this is what we have to face and everybody rolls up their
sleeves and really did a good job the past two years. That work alone has accounted for
about 5500,000 of potential increase being eliminated. You combine that with the work our
Brokers do, they brought this down from 44 to 29 before we started dealing with it. Mayor
Scholl said we have a great working relationship with all of our employees but when our
agent does their job and everybody understands the issue, it is a wonderful thing that we can
reconcile this because it used to be every 3 to 5 years you would go out for a new bid, and
now it is every year and you are facing these issues all of the time.
18
