The remaining items <br /> were heard in order.] <br /> 10C. A Resolution of the City Commission of the City of Sunny Isles Beach, Florida, Approving <br /> the Second Amendment to the Agreement with Bell David Planning Group, Inc. for <br /> Additional Planning and Zoning Services, in an Amount Not to Exceed S175,000.00; <br /> Authorizing the Mayor to Execute Said Second Amendment to the Agreement;Authorizing <br /> the City Manager and City Attorney to Do All Things Necessary 'to Effectuate this <br /> Resolution; Providing for an Effective Date. <br /> Action: City Clerk Hines read the title, and Planning and Zoning Administrator Claudia <br /> Hasbun reported that this is an Agreement to include the Evaluation and Appraisal Report of <br /> the City Comprehensive Report, the replatting of Heritage and Gateway Parks, the <br /> Transportation Master Plan, and the Collins Avenue Corridor Traffic Study. <br /> Public Speakers: None <br /> Mayor Scholl said this is a plan to review our Comprehensive Plan, and this item along with <br /> Item IOD is kicking off this Traffic Study that we have been talking;about. It is quite <br /> expensive because it will be quite comprehensive. <br /> Commissioner Levin moved and Vice Mayor Gatto seconded a motion to approve the <br /> resolution. Resolution No. 2015-2394 was adopted by a voice vote of 5-0 in favor. <br /> 10D. A Resolution of the City Commission of the City of Sunny Isles Beach, Florida,Approving a <br /> Consulting Proposal from Bell David Planning Group, Inc. for Planning and <br /> Transportation Services,Attached Hereto as Exhibit"A"; Providing the City Manager and <br /> the City Attorney with the Authority to Do All Things Necessary to Effectuate this <br /> Resolution; Providing for an Effective Date. <br /> Action: City Clerk Hines read the title, and Planning and Zoning Administrator Claudia <br /> Hasbun reported and noted that this is a presentation from the Consulting Firm regarding the <br /> Transportation and the Traffic Study. She introduced Alex David of Bell David Planning <br /> Group, and also Joe Corradino from the Corradino Group who ga 'e a Power-Point <br /> Presentation on the Comprehensive Traffic Study. <br /> Public Speakers: Marianna Talalaevsky <br /> Alex David said this is a two-part presentation where he will be handling the first part which <br /> is the Evaluation and Appraisal Report(EAR)of the Comprehensive Plan. We are updating <br /> the Comprehensive Plan which was adopted in 2000, and has been updaied once since that <br /> time, and so we are in the second round of updates. As a City, Sunny Isles Beach has great <br /> Planning and Zoning Regulations but as in even'document it is organic and so it needs to be <br /> updated once in a while. The Comprehensive Plan in every city of Florida has goals, <br /> objectives, and policies which sets a vision for the City. There are strategies within those <br /> documents to meet the needs of residents. This document has about 10 or 15 elements and <br /> each element has its own set of goals, objectives, and policies. Future Land Use includes <br /> densities and intensities as Mr. Price had discussed. Transportation, housing, recreation, <br /> open space, community design are some of the elements that are in this document. \Vhy are <br /> 23 <br />
