Summary Minutes:Regular City Commission Meeting April 16,2015 City of Sunny Isles Beach,Florida <br /> been approved, that are not on the road now, and again, they will be able to recommend <br /> litigation measures across the mode so you can select the ones that mitigate to your needs. <br /> Commissioner Aelion asked in doing the studies for Miami Beach what were the overall <br /> results when you involved the public? Mr. Corradino said what they like to do is to provide <br /> capacity in all the modes because that gives people the opportunity to get around the way <br /> they see fit. Right now in many communities they don't have capacities'with sidewalks for <br /> pedestrians, they don't have bicycle lanes or room for a bicycle to get around, and they may <br /> not even provide adequate transit. And so we are able to provide capacity, we already have <br /> roadway capacity, if you can provide it in those other three modes, give people the option <br /> then a certain percentage of them as the road continues to congest will make a cultural shift <br /> to walk, or bike, or use transit, but we have to provide the capacity first. If there are no <br /> adequate bike lanes or sidewalks people don't have an opportunity to use it. Not everybody <br /> is going to abandon the car, and walking is not for everybody but it is for a certain percentage <br /> of the people and if we can capture those people, we will make an impact on the mobility in <br /> the community. Commissioner Aelion said it is very hot and people tend to use their <br /> vehicles to get around, it is not easy to walk. He wants to know what the reaction was for the <br /> people in Miami Beach. Joe said not everybody loves everything, the reaction overall was <br /> positive, and he thinks as we move through time of the reaction to 'sidewalks, transit, <br /> bicycling is more positive even'year, and his comment to many people is that it is freezing <br /> cold in Boston in the wintertime and it is not very pleasant to walk around there and so as a <br /> necessity as the mother of invention it gets harder to take your car a quarter of a mile and <br /> people are going to find a better alternative, and they will walk. Miami Beach has gotten <br /> very progressive, they have shared bikes and cars, and they have pushed in that direction <br /> because they recognized two decades ago that they are out of roadway capacity. To add lanes <br /> is not only costly from a financial standpoint but it is political because you are not going to <br /> take private property to put in an extra lane. <br /> Vice Mayor Gatto said you did answer a question she had while you were speaking because <br /> she was thinking that the City is a living and breathing thing with all of this development and <br /> we have to tweak it as we go along. But we have a school and there is a 99%chance that we <br /> are going to have an annex to that school, and so there were staggered hours that we deal <br /> with traffic during the day and she is assuming you will take that into consideration. Mr. <br /> Corradino said absolutely, they are going to be looking at traffic in most of your peak hours <br /> and obviously the school in the morning, there is lunch time, and there is the afternoon. If <br /> there is any special circumstances that they run across that they didn't anticipate they will <br /> identify them and count them. They will get a very good understanding of how the City <br /> pulses in and out even'day, and that will help them. Vice Mayor Gatto said she thinks it is <br /> really too hot for people to walk to the grocery store to do their shopping and on the way <br /> back lugging stuff is even more difficult. Mr. Corradino said it is a very hard sell and it is <br /> not for everybody, and so their approach is to try to put in place the infrastructure so that if <br /> they want to they can take advantage of it, and over time he believes you will start to see <br /> people taking advantage of the infrastructure because we just don't have the capacity in any <br /> one mode, particularly in the automobile. <br /> Commissioner Aelion said as soon as this is over and this is a paramount of importance he <br /> wants to suggest to staff to do this at least as a two-step thing as far as presenting data to the <br /> /6 <br />
