The courtyard serves as an <br />entrance space, and in the traditional <br />fashion all building spaces and entrances <br />are organized around its perimeter. The <br />courtyard is designed for passive activ- <br />ities such as reading on benches under <br />the shade of trees, strolling, and contem- <br />plation in the nature of Japanese gar- <br />dens. It is also designed as a venue for <br />outdoor theater and music, for receptions <br />and special events. <br />The primary functional spaces were de- <br />signed to allow independent operation <br />of the Theater and Reception & Banquet <br />Hall, the Historical Museum, the Library, <br />and the Meeting Rooms. These spaces <br />are accessible from each other via cov- <br />ered walkways that encircle the central <br />courtyard.
