ARCHITECTURE <br />ENGINEERING <br />PLANNING <br />INTERIOR DESIGN <br />CITY OF SUNNY ISLES BEACH RFQ NO. 15-04-01 <br />NEW FACILITY AT 18080 COLLINS AVE.9 <br />PROJECT APPROACH AND <br />UNDERSTANDING <br />The new mixed-use facility being proposed rep- <br />resents a major capital investment by the City of <br />Sunny Isles Beach. WA pledges it will take a fresh <br />and innovated approach to the project and will bring <br />many new ideas and concepts to the city to help it <br />visualize the project. <br />Mixed-use community facilities help to consolidate <br />and reduce operating costs they also offer a chance <br />to be more integrated into the community. These fa- <br />cilities offer a more traditional feeling while gaining <br />some of the benefits of additional foot traffic and a <br />central location. <br />To have a successful project will require close coor- <br />dination with the city, particularly at the outset of the <br />project, where fundamental decisions will be made. <br />This open channel of communication is important in <br />order to receive proper direction and information and <br />to keep the city constantly apprised of our progress. <br />Overall Project Management and Coordination <br />with the City <br />The WA Team will be organized beginning with, the <br />principal-in-charge (PIC), Julio E. Alvarez, P.E., who <br />will direct the overall effort of the Team, and will be <br />responsible for allocating personnel, financial and <br />production resources necessary to execute the <br />work plan and accomplish the project’s goals and <br />objectives. The PIC, working closely with the project <br />manager, who will monitor the project’s progress to <br />ensure adherence to contractual terms and conduct <br />periodic audits of schedule and technical perfor- <br />mance of all in-house personnel as well as outside <br />consultants. <br /> <br />The project manager, Marcel Morlote will be the <br />team’s single point of contact for the city, as well as <br />all other entities and agencies. The project manager, <br />with the support and assistance of the architectural <br />and engineering coordinators, will be responsible for <br />assigning resources of the Team to the various work <br />tasks, and maintaining regular communication as <br />to progress of work with the city’s project manager. <br />Mr. Morlote will oversee the overall design and pro- <br />duction effort, and will monitor project schedule and <br />identify problems in order for them to be resolved in <br />a timely man- <br />ner. He will <br />establish and <br />implement the <br />Team’s quality <br />control pro- <br />cess, and will <br />be responsible <br />for scheduling <br />internal project <br />reviews of all <br />submittals be- <br />fore they are <br />delivered to the <br />city. <br /> <br />Site Analysis and Opportunities <br />An on-site analysis will take place and include verifi- <br />cation of above ground utilities, obstructions, existing <br />vegetation, character of adjacent properties, and any <br />other pertinent elements. Following site inventory <br />and analysis will be the preparation of conceptual al- <br />ternatives that depict the character and intent of the <br />master plan. <br />The initial site visit will introduce the design project <br />team to the city’s team, and will serve to assess <br />existing conditions, area for demolition, review the <br />scope of work, identify tasks specific to each team <br />member, identify potential problems and possible <br />solutions, define project boundaries and discuss the <br />overall design that will be needed to meet permitting <br />requirements and accomplish the project objectives. <br />Aerial photographs will be analyzed to evaluate the <br />relationship of the project with adjacent lands and <br />how the proposed improvements will affect private <br />and public landowners in neighboring areas.
