AECOM RFQ No. 15-04-01 <br />State of Florida <br />1st District Court of Appeals <br />Tallahassee, FL <br />Key Personnel: Scott Tao, Doug McKenzie, Ovidio <br />Rodriquez <br />The 1st District Court of Appeal is located in <br />Tallahassee, Florida and hears appeals from 32 <br />counties in northern Florida. AECOM Design, <br />in association with Barnett Fronczak Barlowe <br />Architects, was selected by the State of Florida to <br />provide programming, existing facilities evaluations, <br />comprehensive site selection, and complete design <br />services for the new facility. The new building is <br />located on a prominent 17 acre site in Tallahassee. <br />Approached via an extensively landscaped axial <br />boulevard, the building is sited on a slight rise which <br />visually dominates the district. Visitor parking is <br />discreetly located to each side of the boulevard while <br />the more extensive staff parking area is accessed <br />separately from the eastern half of the property. <br />The buildings image is designed to capture the <br />strength and dignity of the traditional American <br />courthouse through the extensive use of classical <br />elements and proportion. The focal point of the <br />building is the monumental entrance portico topped <br />by a dramatic glass dome. The six two story tall <br />columns of the portico rest on a heavy rusticated <br />base of precast stone. The symmetrical wings of the <br />courthouse consist of a brick and precast stone wall <br />articulated by Tuscan order pilasters which enhance <br />the play of shadow and light on the facades. <br />The building interior is organized around circular <br />lobbies on each of the three public floors. The main <br />double height lobby on the first floor provides direct <br />access to the multi-purpose room, Clerk of Court, and <br />Marshal offices. Security entry screening stations are <br />discreetly integrated to one side of the lobby design. <br />Off of the main lobby on the second floor is the video <br />courtroom and law library. Secured controlled access <br />is provided to eighteen judicial suites on the second <br />and third floors of the building. The principal appeals <br />courtroom is located on the third floor and is accessed <br />from its own circular, domed lobby. The courtroom <br />is clad in a combination of painted and stained wood <br />panels complemented by fabric wrapped acoustical <br />panels.
