AECOM RFQ No. 15-04-01 City of Lakeland Police Headquarters Lakeland, FL Key Personnel: Ovidio Rodriquez The catalyst of a successful public and private redevelopment effort within the urban core of the city, the Lakeland Law Enforcement Center is situated on a seven-acre site. Deliberately located in a high- crime area, the Center stabilizes the community and reduces the crime rate. The facility’s design responds to the City’s key issues of ef ficient operation, flexibility for expansion, and a desire to complement the surrounding architectural environment. In keeping with the architectural context of the city, the 78,000–square foot building refl ects a Mediterranean style, with red clay tile roof, stucco, and precast exterior walls. A four-story tower denotes the building’s main entrance, which opens into a spacious and well lit lobby containing the Community Services Desk. To reinforce the City’s desire for a community-oriented building, the facility includes a Community Room, which is open to the public and may be utilized for community events. The design refl ects input from the “Planning, Design and Construction of Police Facilities Manual,” produced by the International Association of Chiefs of Police, as well as the “Standards for Law Enforcement Agencies,” produced by the Commission on Accreditation for Law Enforcement Agencies. The facility includes booking and holding facilities for 16 people, administration, records, evidence, patrol and special operations, criminal investigations, general and property storage, general services, and staff training facilities. A Communications Center and an Emergency Operations Center are important elements of the building’s design. These components are constructed to function independently in the event of a disaster, with separate air-conditioning systems, UPS, and emergency generators.
