3. Off-Street Parking Requirements and Standards: <br /> a) The proximity and the location of required parking: There are provisions in the Code <br /> that allow, under certain situations, some of the required parking to be off-site, <br /> however there is no limitation right now in the Code as drafted, of how many spaces <br /> can be off-site. Ms. Eichner recommended to allow about 20% off-site with 80% on <br /> site. <br /> Mayor Samson asked if there was a designated distance for the 20% and Ms. Eichner <br /> answered yes, 300-feet, and she again recommended that another criteria be added to <br /> limit the percentage of the required parking that can be located away from the site. <br /> Commissioner Goodman asked if this included the commercial vehicles that come <br /> and go from the property, and she answered that those are loading zones, which.is a <br /> separate category. <br /> Mayor Samson asked where the City would include "impact fees" for separate <br /> buildings being used for off-site parking. <br /> The consensus was for 300-feet distance for non-valet off-site parking. <br /> 'Vice Mayor Iglesias wanted 800-feet for separate parcels with 24-hour valet parking. <br /> b) Shared parking: Needed when there is a mixed-use of offices and retail. Typically <br /> retail and restaurants uses require more parking than offices. A study is needed to <br /> show peaks of all the various uses on an hourly basis. As the Code is drafted now, <br /> there are provisions that if you can meet the shared parking requirements, you can <br /> reduce one component by a certain percentage. Ms. Eichner recommended that an <br /> applicant be required to submit a shared parking study done by a registered traffic <br /> engineer, to be reviewed by staff, and that then becomes the parking requirements. <br /> • <br /> c) Tandem parking only applies if there is 24-hour valet parking. Vice Mayor Iglesias <br /> noted that within the B-2 District that 100% of required on-site parking spaces may <br /> be permitted as tandem parking. He wanted it to be permitted in the B-1 District as <br /> well and noted it should say off-street parking, not on-site 'parking, and the <br /> Commission agreed. Ms. Eichner stated that she does not believe that parking rates <br /> should be based on zoning districts, and that the parking rates should be citywide, <br /> dependent on use. Mayor Samson asked who designates the area of the handicapped <br /> parking. Ms. Eichner stated that it is in the State Statute Accessibility Code, which <br /> determines the size, location and number. <br /> Vice Mayor Iglesias noted that on Figure 801-1, Minimum Space Requirements at <br /> Various Parking Angles for Self-Parking Facilities, regarding the190-degree parking <br /> angle in "D" Aisle Width, it states 22.0 feet, but if there is 100% valet parking in <br /> place. than that could be up to 18-feet.
