4. Sign Regulations <br /> a) Text: Clarify language to limit text of sign to registered business name and name of <br /> product or service. <br /> b) Neon: All exposed neon should be prohibited. <br /> c) Temporary holiday decorations: Ms. Eichner recommends that we specify holiday or <br /> time of year. Chris Steers noted that a code enforcement problem they are having is <br /> the Sukkot, which is technically a structure and is a code violation. This section <br /> needs to be looked into more. <br /> d) Sign permit that is not part of site plan application: 12 months with a six-month <br /> extension to construct is a long period of time; Ms. Eichner recommends to shorten it <br /> from 12 months to three months. <br /> e) Variances from sign code: Should not be prohibited <br /> f) Special permit, delete and treat these under variance process. <br /> g) Amortization schedule: Comply within 3 years of adoption of the Code. <br /> S. Development Standards <br /> Design Guidelines for Town Center (the height, setback and FAR); and for the Sunny <br /> Isles Boulevard Corridor. Important to meet with the property owners!and developers of <br /> • <br /> that Corridor and come up with a very specific set of Design Guidelines and Zoning <br /> Overlay criteria that will bring forth the vision that everyone has for Sunny Isles <br /> Boulevard. <br /> a) All references to City Manager or Planning and Zoning Director waiving <br /> requirements should be deleted, those come back as variances for the City <br /> Commission to consider. <br /> b) All subjective criteria should be deleted from community design guidelines and <br /> standards. <br /> c) Accessory uses should be moved to the zoning district regulations. <br /> d) Compliance with comprehensive plan should be moved to the comprehensive plan <br /> chapter. <br /> e) The Design Guidelines for Town Center should be developed in conjunction with an <br /> overall master plan and then be included in the Town Center Zoning Overlay District <br /> regulations. <br /> 6. Non-Conforming Uses and Structures <br /> This goes beyond signs but the concepts are similar. Once the Code is adopted, certain <br /> structures are going to be legal non-conforming. <br /> a) Repair or reconstruction of non-conforming structure — only if value of alteration or <br /> repair is less than 50% of current value. <br /> • <br /> b) If value of repair is greater than 50% of current value, delete provision providing for <br /> variances to rebuild non-conforming structure. <br /> c) Delete provision that variance can be granted to subdivide lots that will make them <br /> non-conforming. <br /> Summary.Minutes:LOR's Workshop.July 25.2002 Page 4 <br />
