49THE WEITZ COMPANY // GOVERNMENT CENTER ANNEX, RFQ NO. 15-08-02 / CITY OF SUNNY ISLES BEACH, FL <br />SECTION K // PROJECT MANAGEMENT SERVICES <br />Develop Trade Contractor Interest <br />We will prepare prequalification criteria for Subcontractors and Suppliers <br />to establish bid lists. A focused effort will be made to solicit an use Palm <br />Beach County subcontractors in order to keep as much work local as <br />possible. We will distribute and receive bids and compile the most qualified <br />prices and schedules. Using an “Open Book” approach, we will present, <br />analyze, and make recommendations to the Owner prior to procuring the <br />work. <br />Pre-award of Key Subcontractors <br />We will identify key Subcontractors to be pre-awarded, and determine the <br />minimum amount of documentation needed to initiate pricing of critical <br />long-lead items. We will then solicit, receive, and analyze bids from <br />vendors, and work together with the Project Team to award these key <br />trades. The purpose of the pre-award phase is to ensure on-time delivery <br />for field installation. <br />VALUE ENGINEERING <br />Throughout the duration of the budgeting phase, we will continually offer <br />value added suggestions that could potentially reduce the cost and schedule <br />durations without jeopardizing the facility’s intended functionality. This Value <br />Analysis Report will be prepared and presented according to the area of <br />use. This procedure will give the Owner and Project Team an opportunity <br />to make informed cost versus benefit decisions. We will then revise the <br />estimate and schedule to reflect any changes chosen at that time. <br />LIFE CYCLE COST ANALYSIS <br />Concurrent with the value analysis process will be the study of applicable <br />life cycle costs. In this review, the long-term effects of maintenance, power <br />consumption, and replacement costs are considered allowing the Owner to <br />make informed decisions regarding capital expenditures. <br />CONSTRUCTABILITY ANALYSIS <br />Constructability is a key consideration throughout the preconstruction <br />process. Done correctly the project can be set up for success during the <br />construction process. This requires the merging of site logistics, owner <br />constraints and design intent. An example of where we have successfully <br />done this before is the Palm Beach County Judicial Center Garage <br />Expansion. Our team provided critical input to the design and developed <br />plans that allowed the garage to remain operational while we added two <br />additional floors to the structure (see case study, left). Several iterations <br />occurred which resulted in a design that could be efficiently built in the field. <br />Constructability is optimized by bringing forward as much past experience <br />as possible. At the detailed level we look at the mechanics of putting the <br />pieces together and how that will affect the life cycle of the component and <br />the end finish. <br />CASE STUDY: PBC JUDICIAL CENTER GARAGE <br />“ADDING TWO FLOORS TO THE TOP” <br />Although the original design of this <br />structure considered a future addition, <br />the garage was built prior to Hurricane <br />Andrew and the increased wind load <br />requirements that followed. The <br />challenge: add two floors of structure <br />and six floors of solid concrete bracing, <br />all while the garage remains available <br />to the general public. In order to <br />accomplish this, Weitz divided the <br />work into daytime and nighttime work. <br />To minimize the disruption to the <br />surrounding roads and traffic flow, Weitz <br />utilized the largest tire crane available in <br />the U.S. and performed work that would <br />require the garage to be closed only at <br />night. <br />Weitz pre-qualifies all <br />subcontractors to ensure <br />they work at our <br />high standards of quality.
