Project Management Services <br />City of Sunny Isles Beach | Request for Qualifications No. 15-08-02 <br />September 23, 2015 <br />Page 34 <br />establishing specific protocols to facilitate <br />clear and timely communication. <br />We will work in partnership with Sunny Isles <br />and its design team to achieve the following <br />specific goals during preconstruction: <br />• Identify and prioritize building <br />components. <br />• Provide constructability, schedule, <br />phasing, and budgeting services with <br />full transparency and collaboration. <br />• Open communication with all <br />stakeholders to culminate a world class <br />project. <br />In order to be successful in the <br />achievement of these preconstruction <br />goals, Hensel Phelps will incorporate an <br />array of management tools. These tools <br />will be project specific and put into effect <br />immediately upon award of the project. <br />Our management tools are imperative; as <br />historically eighty percent of the project <br />decisions are made in the first twenty <br />percent of the project schedule, and without <br />implementing the appropriate management <br />tools from the onset, a project is at risk of <br />developing undesirable challenges. Please <br />find a list of anticipated management <br />tools that will be utilized during the <br />preconstruction phase that will make this <br />critical part of your project successful for <br />both Hensel Phelps and Sunny Isles: <br />Develop Site Utilization Plan / Construction <br />Site Logistics. The construction plan or <br />site utilization plan will illustrate safety, <br />security, traffic control, parking, material and <br />equipment delivery and storage logistics <br />keeping the field and Sunny Isles’ personnel <br />up to date of all project operations while <br />keeping the site well organized and clean at <br />all times. <br />Develop a Construction Phasing Plan <br />to include Site Logistic Adjustments. <br />Understanding how the project will be <br />phased during construction is crucial to <br />navigating the logistical challenges of <br />building a project that is adjacent to an <br />operational City Hall without impacting <br />ongoing operations. By having the <br />design team understand the construction <br />plan, critical items can be identified and <br />organized in order of precedence to support <br />the schedule with early permitting and <br />release of long lead items. <br />Preconstruction Schedule. The <br />preconstruction schedule details the <br />required efforts in addition to further defining <br />the construction activities. This schedule <br />is an expansion of the project schedule <br />and reflects the milestones and rough time <br />frames identified. The preconstruction <br />schedule durations are a reflection of the <br />complexity and scope of the project. <br />Construction Phase Permitting Requirements <br />& Milestones. During preconstruction, <br />Hensel Phelps will work in concert with <br />the designers to identify all permitting <br />requirements and construction milestones. <br />These will then be incorporated into the <br />construction schedule and the phasing of <br />the work so construction will be uninhibited <br />by the permit process. <br />Risk Management Tool. The Risk <br />Management Tool enables our project team <br />to identify the risks early and develop a plan <br />to manage and mitigate those risks. The <br />use of this tool starts in the proposal phase <br />and carries through the preconstruction and <br />construction phases of the project.
