10
Task Two – Community Asset Assessment

Consultants will consolidate a number of sources to generate a quantitative inventory
and qualitative assessment of current physical and organizational assets in the City. We will
build on data already in the possession of the City and Foundation, using a compatible format
so the ongoing inventory would be more complete and useful. Standard data sources will be
tapped as well as first-‐hand observational data. We will include nonprofit cultural programs,
individual artists, and for-‐profit creative sector businesses. Consultants will survey these
enterprises in detail regarding their business prospects and growth potential. More detailed
assessment will be made of existing cultural facility capacity and needs within the City. We will
look at current and planned programming and long-‐term facility requirements and facility
management capacities. Projects already in process, such as the arts wall, March Music Month,
and the Jazz Fest will be reviewed and included.
As part of the planning, consultants will review planned city developments. We will also
conduct a survey of nonprofit and for-‐profit creative entities in a wider area (to be determined)
to assess how city developments might provide a good fit for their needs (see Task Three). This
asset inventory will be both listed in an inventory format as well as geographically mapped.
As an important part of the asset-‐based approach, in the assessment phase, we also
compile our research (See Task One) and ask questions of a wide range of stakeholders around
the qualities of place that are most valued by people in the community. These range from social
dynamics and physical design to cultural events and meaningful places. From this we draft a
spirit and character report on the City of Sunny Isles Beach. In describing the “essence” of place
– and gaining general approval – we then have guidance for planning and for development of
the vision, strategies, and outcomes (See Task Four).
The Spirit and Character Report will help us understand how the make-‐up of the
community influences its spirit, character and creative DNA.
Deliverables:
Site Visit #2 – two days
Asset Inventory and Map
Spirit and Character Report
