14 <br /> <br />Task Six – Setting Strategic Direction <br /> <br />With an anticipated sequence of six Steering Committee meetings during the planning <br />process, the Committee will be called upon at this mid-‐point meeting for an extended meeting <br />or retreat to build on the vision, formulate a set of strategic focus areas, and begin to populate <br />each area with some key action steps. Consultants will present a summary of resources and <br />findings to date and bring options to the session. We will facilitate a process to formalize a set <br />of no more than five focus areas. Work teams at the retreat will begin to devise meaningful and <br />realistic action steps that engage actual partners. Local knowledge applied to strategies and <br />action steps will assume they are meaningful and achievable. To provide a practical skeleton, <br />Steering Committee work groups will generate ideas in brainstorm format that will require <br />further work by consultants and staff to flesh out. <br />We will discuss success metrics for the goal areas – identifying outcome measurements <br />to ensure meeting the desired community impact of the plan. Fine-‐tuned actions will be <br />reviewed at a subsequent Steering Committee meeting. Following the retreat, the consultant <br />team manager and project manager flesh out the details of the retreat discussion into a draft <br />document. This draft strategic directions document will be sent to the Steering Committee for <br />input and feedback. <br />Deliverables: <br /> Site Visit # 4 – one and a half days; Steering Committee Meeting #3 (Retreat) <br />Draft Strategic Directions and Action Outline <br /> <br />Task Seven – Crafting the Arts and Culture Master Plan <br /> <br /> At this point, the consultant team combines the draft strategic directions and action <br />outline, the creative economy profile, the resource assessment report, review of best practices <br />and all other relevant materials into a draft arts and culture master plan – including vision, <br />goals, strategies, action items, recommendations and success metrics. The Steering Committee <br />reviews this draft and discusses with the consultant team in a conference call. This draft plan
