6. A Status Report on Designating the Camels and the Thunderbird Sign as Historic. <br /> Action: Consultant Ellen J. Uguccioni reported on the procedure for designation of objects. She <br /> said we don't know who made the camels,and that they have probably been repaired and perhaps <br /> altered, and so would not apply designation but in this case there are different requirements as <br /> the City amended the Historic Preservation Ordinance so that objects such as the camels could be <br /> considered as historic. The Designation Report will provide context; which would be the <br /> competition between the motels; like the mermaids. the camels, etc. to draw in the tourists. <br /> Objects are movable and can be moved to a new location. <br /> Shari Blank said the object should be at least 50% of the original object so that there is enough <br /> there to convey its original character. She said the Thunderbird Sign disappeared but wanted to <br /> add it to the list. City Liaison Hasbun said she has the listing from former City Liaison David <br /> Udall. She asked if we could modify them. If Board says it is historic. for instance a neon sign <br /> is not permitted. Fernando asked what would the Board like to do with objects, leave on site or <br /> move to new location? Shari said we will also need to look at the objects history. Chair <br /> Camaraza said zoning exemption to go with object. and that Gateway Park would be a good <br /> location for historic objects. It was noted that the Thunderbird Sign is not part of the report that <br /> David Udall did,there is not even a picture of it. Ellen Uguccioni said that there is a picture of it <br /> in the book that Seth Bramson published entitled"From Sandbar to Sophistication: The Story of <br /> Sunny Isles Beach". <br /> Deputy City Attorney Fernando Amuchastegui noted that the criteria for designation of historic <br /> landmarks are in the Ordinance. Properties may be designated as historic landmarks or districts <br /> only if they have significance in the archaeological or historical heritage of the area, state; or <br /> nation; and meet one or more of the following criteria: 1)are associated in a significant way with <br /> the life of a person important in the past; 2)are the site of an historic event with significant effect <br /> upon the community; 3)exemplify the historical,cultural,political,economic,or social trends of <br /> the community; 4) have yielded or are likely to yield information important in prehistory or <br /> history; and 5)contain any subsurface remains of historical or archaeological importance or any <br /> unusual ground formations of archaeological significance. You can consider those as objects. <br /> Chair Camaraza said they are all related to the era that is the foundation of the City. <br /> Shari Blank noted that the camels once had pieces of them missing but are now repaired <br /> correctly. If something is broken can we get it and repair it ourselves? Deputy City Attorney <br /> Amuchastegui said the Pier was built in 1936 and so it maintained its historic status. Ellen <br /> Uguccioni said normally we use 50 years as our cutoff although there are exemptions.that can be <br /> applied to these kinds of objects. They are fragile and subject to weather,and it is appropriate to <br /> do so. We associate Sunny Isles Beach with the great renaissance in the 1950's and 1960's. <br /> motel era. Deputy City Attorney Amuchastegui said if it is the Board's intention to designate <br /> something historic we must first notify the property owner. The report is then filed with the <br /> significance as we find it in the Ordinance. It needs to be included in the report;underscoring the <br /> idea of completion of motels. Deputy City Attorney Amuchastegui said he would first <br /> recommend designation of the object, prepare the report, hold another meeting. and vote if it <br /> should be designated. At that point you can make the decision. <br /> Shari Blank moved and Arie Steiger seconded a motion to designate the camels, the <br /> Thunderbird Sign, and the Monaco as historic.
