5. An Update on Temple B'Nai Zion being Designated as an Historic Site. <br /> Action: City Historian Richard Schulman reported that after many meetings and discussions,on <br /> June 10,2010 the Historic Preservation Board designated Temple B'Nai Zion as an historic site, <br /> and the City Commission designated it as our fifth historic site on September 2, 2010. On <br /> December 3, 2010, Temple B'Nai Zion was dedicated with a plaque that was installed on the <br /> Tower, and the congregation sponsored a luncheon that was attended by about 100 people. <br /> City Attorney Hans Ottinot reported that after this Board made the decision to designate the <br /> Temple as an historic site and the City Commission affirmed that decision, subsequently the <br /> Temple owners filed a federal lawsuit against the City on December 22, 2010. It is a ten-count <br /> complaint,essentially claiming that the City violated the Federal Discrimination Act and several <br /> Constitutional Rights that belonged to the Temple. He is confident that we will be able to defend <br /> the City, and get this lawsuit resolved in favor of the City in the near future' The City's formal <br /> response is due next week, and members of the Board can have a copy of that response. <br /> Cassey Gabor noted that the roof of the Temple is broken, and Trina Duluc asked if we can <br /> create a schedule to check out each historic site to make sure it is properly maintained and in <br /> good shape. City Attorney Ottinot said that would be the management's responsibility,which is <br /> through Code Enforcement. Acting City Manager Vera said he will follow-up and report back at <br /> the next meeting on the condition of the historic sites. <br /> 6. Report on 6 Egyptian Plaques from the Dunes Motel to Heritage Park. <br /> Action: City Historian Richard Schulman reported that he had recovered six Egyptian Plaques <br /> that were part of the motif located in the lobby of the Dunes Motel. Recently we refurbished <br /> them,and they will be installed as artifacts and memorabilia in the Heritage Park,and he handed <br /> out pictures of the plaques. Acting City Manager Vera said they will be located at the entrance to <br /> the new garage at Heritage Park along the northwest side of the parking garage. Trina Duluc <br /> asked if they can put an epoxy coating on them to keep them from deteriorating,and Acting City <br /> Manager Vera said they are made out of concrete, and so it is just a matter of retouching them <br /> with paint, however, he will follow up on that. <br /> 7. Old Business. <br /> Action: <br /> • Horses and Carriage in Gwen Margolis Park: Cassey Gabor said she read the plaque <br /> for the horses and carriage, and it was very nice but in the future, she would like to <br /> recommend dates be put on the plaques. City Historian Schulman reported that it has <br /> already been done. She also noted that it had no lights on, and City Historian Schulman <br /> said we had planned some spot lights on the horses and carriage at one time, there is <br /> some back lighting but this Board had decided that we would go ahead with some <br /> lighting on the horses and carriage and that could be checked out. Trina Duluc has noted <br /> when she passes by it from time to time,that people are sitting on the carriage while they <br /> are watching their children, perhaps we can put in some chains or signs not to sit on it, <br /> • and City Historian Schulman said they had signs up for two or three years but they took <br /> those signs down, and people still sit there, and they take pictures of the children sitting <br /> there. There is probably not much that we can do about it but they are pretty substantial. <br /> Joe Masters said they seem to be in good repair and he thinks it would be nice for them to <br /> take pictures of the children on it as long as they are gentle with it. <br /> Agenda 2011-0217 HPB Mtg Page 3 of 4 <br />
