Corp of Engineers, and we are trying to get as much time as possible during turtle season to <br /> allow us to put more piles into the ground and it will give us more time to build the restaurant, <br /> and finish it much quicker. As far as construction of the Pier,everything is already approved by <br /> the State. The new pilings will be concrete,and regular CBS construction for the restaurant. We <br /> have an agreement with the Newport, and there will be some revenues for the Newport but the <br /> City has the Lease with the State. <br /> 3B. Discussion to Consider Approving an Application for Certificate of Appropriateness to <br /> Reconstruct the Sunny Isles Beach/Newport Pier. <br /> Action: [City Clerk's Note: The Application for a Certificate of Appropriateness to Construct <br /> the Pier was distributed prior to the meeting.] Assistant City Attorney Fernando Amuchastegui <br /> asked the City's Consultant Ellen J. Uguccioni to report on approving an Application for <br /> Certification of Appropriateness to demolish and reconstruct the Sunny Isles Beach/Newport <br /> Pier. Consultant Uguccioni reported that the Pier has been there since 1936, and it has been <br /> beaten up by hurricanes and strong wave action as originally the piles and deck were wooden. <br /> The Certificate of Appropriateness is required whenever there are changes, demolition, or new <br /> construction is proposed for an historic landmark, and it goes to the Historic Preservation Board <br /> for approval first. The Application is for demolition and new construction,not rehabilitation for <br /> the simple reason for the Pier to withstand time, to be effective and maintained, it will have <br /> concrete pilings and slab for a better chance of surviving the elements. It very much resembles <br /> the old Pier, and so while not exactly the same, it certainly serves a focal point of Sunny Isles <br /> Beach at the Newport as it has in the past. She said we are recommending approval,and she read <br /> the recommendation into the record: The new Pier addresses Americans with disabilities <br /> accessibility issues, and provides increased public amenities to accommodate local fishing <br /> enthusiasts and sightseers from around the world. The Pier will include a restaurant and will be <br /> used as a fishing pier,and sightseeing attraction. The new Pier will consist of building materials <br /> such as concrete, reinforced steel, and reinforced PVC to ensure its longevity. The completed <br /> project will reestablish the Pier as one of the City's main focal points. City Historian Richard C. <br /> Schulman noted that the groundbreaking of the Pier took place on Sunday, October 17, 2010. <br /> City Clerk Hines read the following Resolution title into the record: <br /> A Resolution of the Historic Preservation Board of the City of Sunny Isles Beach, Florida, <br /> Approving the Application for Certification of Appropriateness to Demolish and <br /> Reconstruct the Sunny Isles Beach Pier, Attached Hereto as Exhibit "A"; Providing for an <br /> Effective Date. <br /> Shari Blank moved and Warren Stamm seconded a motion to approve the Resolution. HPB <br /> Resolution No. 2011-14 was adopted by a voice vote of 7-0 in favor. <br /> 4. Annual Report of the Sunny Isles Beach Historic Preservation Board. <br /> Action: [City Clerk's Note: The Annual Report was distributed prior to the meeting] City <br /> Historian Richard Schulman reported that the Fifth Annual Report was completed and forwarded <br /> to County Clerk Harvey Ruvin, and to Chairperson Kathleen Kauffman of the Dade County <br /> Preservation Board. He noted that Miami-Dade County requires an annual report from each <br /> municipality from their respective Historic Preservation Boards. He pointed out on the cover our <br /> newest historic site, Temple B'Nai Zion, and on the back cover is the actual plaque that was <br /> designed and is now installed on the Tower portion of the Temple. <br /> Agenda 2011-0217 HPB Mtg Page 2 of 4 <br />
