Cassey asked if they knew what kind of restaurant would go in there, and City Manager Russo <br /> said nothing is confirmed yet but his general understanding is that Dr. Comfeld will probably <br /> install the restaurant himself and run it through the restaurant that is currently at the Newport. <br /> He knows the operation out there and he knows what type of clientele he would get, it is not <br /> official but it is certainly up to Dr. Comfeld. City Historian Schulman said a press release should <br /> be issued inviting newspapers, etc., and Cultural and Community Services Director Susan <br /> Simpson said she is working on that as well as working with DCI, the City's publicist. City <br /> Manager Russo said the bait shop will also be operated by Dr. Cornfeld. There will be the same <br /> kind of access charge which has not been determined yet but it will be lower for residents. He <br /> said Dr. Comfeld will manage the entire operation including the Pier. City Manager Russo said <br /> there are two significant events for the Pier, one is the grand opening and the other is the <br /> restaurant. Dr. Comfeld will be away the weekend of the celebration but he knew the Mayor <br /> wanted that weekend and he gave his full blessing to go forward with it. Cultural and <br /> Community Services Director Simpson said that fireworks will be off the end of the Pier and <br /> therefore people will not be allowed to go out on the Pier. Cassey Gabor asked if there was a <br /> rain date and City Manager Russo said yes, the next day, and Ms. Simpson added if the whole <br /> weekend is a washout, then it will be the following Saturday. Ms. Gabor asked if the HPB will <br /> be mentioned in the Press Release and Ms. Simpson said yes, and that they would receive an <br /> invitation. <br /> Cassey asked about the maintenance, touchup paint, etc.,and City Manager Russo said they have <br /> talked about that. Special paint has been put on it,at some point it will have to be touched up but <br /> not for several years. In ten years it will be evaluated from year to year. Shari asked if it will be <br /> put into the budget and City Manager Russo said when we get to that point and are working on a <br /> five-year budget it would be in there. Shari asked about the life expectancy on the project, and <br /> Bill Evans said yes, we have a manufacturers warranty on kit as well. Chris said the material has <br /> a longer warranty than construction. Uguccioni reported that in 1983 there was a move to give <br /> property owners something back if their property was listed in the National Registry of <br /> Historic Places. First they had to have legislation in Tallahassee passed to allow incentives. <br /> A local ad valorem tax incentive was put into place, where the City would adopt an <br /> ordinance and property owner's taxes would not change for ten (10) years if they maintain <br /> their property as historic. She noted that the Property Appraiser's Office has two values,the <br /> appraised value, and the actual value of your home. <br /> Consultant Uguccioni explained the process if someone is anticipating having an historic <br /> property, and if they are eligible. They must go through a standard Certificate of <br /> Appropriateness application, and there is another form has to be completed by applicant that <br /> says what they are going to do. They have to photograph each and every piece. If you want <br /> an addition to your house, plans for the addition are also done at that time.
