Summary Minutes: Regular City Commission Meeting September 17, 2015 City of Sunny Isles Beach, Florida 5. SPECIAL PRESENTATIONS 5A. Add -On: Introduction by FIU Vice Provost Steven V. Moll, of the "City of Sunny Isles Beach First Generation Scholars ". Action: Mayor Scholl introduced FN Vice Provost Steven V. Moll who described the First Generation Scholars program; noting that it is the only program in the State of Florida that is still funded as a matching program that benefits the students. Every dollar that is donated, the State generates one dollar to match it. He read a letter from student Julian Martinez who is not here tonight. He noted two students are here, Geraldine Gascon Cavada and Alena Balykova, and he presented them each with a Certificate of Recognition. He also presented a Certificate to the family of Gerardo Martinez and Hana Besedova. The following students received Certificates however were not in attendance tonight: Julian Martinez. Katherine Sanchez: Virginia Loza; Marcos Moreira; Rokas Daugela; Ruth Jean: Julian Andrade: Evelina Lipcer; and Jessica Cutright. 6. ZONING: ZONING HEARINGS ARE QUASI- JUDICIAL PUBLIC HEARINGS. 6A. Request of Sunny Isles Academy Corp., for Property Located at 17395 North Bay Road, Suite #102 and 201 -207 for the Following: (Hearing 9PZ2015 -01) Summary The Applicant is requesting a modification of a previously approved site plan including a conditional use and variances to increase the number of children in the child care center (up to 90 children) and delete the requirement for outdoor play space. This public hearing is subject to a modification of the declaration of restrictions approval. Requests: 1. Pursuant to Section 265 -13 of the City of Sunny Isles Beach Land Development Regulations. the Applicant is requesting a Conditional Use approval for a Daycare, Prekindergarten and Afterschool Care Center in the RMF -2 Zoning District. Pursuant to Section 265 -15 of the City of Sunny Isles Beach Land Development Regulations, the Applicant is requesting a variance of Section 265 -44 (D)(2) to permit an increase of 65 children, whereas 25 children were permitted. for a total of 90 children. 3. Pursuant to Section 265 -15 of the City of Sunny Isles Beach Land Development Regulations, the Applicant is requesting a variance of Section 265 -44 (D)(3) to allow zero sq. ft. of outdoor area for the second floor child care center when 563 sq. ft. would be required. Delete the maximum age limitation of five years old pursuant to Resolution 12 -Z- 128.
