Summary Minutes: Regular City Commission Meeting September 17, 2015 City of Sunny Isles Beach, Florida <br />7. ORDINANCES FOR FIRST READING <br />7A. An Ordinance of the City Commission of the City of Sunny Isles Beach, Florida. Amending <br />Ordinance No. 2014 -436; Amending the City's Budget No. BA1415 -05 for the 2014 -2015 <br />Fiscal Year - General Fund, Streets Maintenance Fund, Building Fund, Public Art Trust <br />Fund, Capital Projects Fund, and Stormwater Operations Fund; Authorizing the City <br />Manager to Do All Things Necessary to Implement the Terms and Conditions of this <br />Ordinance: and Providing for an Effective Date. <br />Action: City Clerk Hines read the title, and Finance Director Audra Curts -Whann reported <br />noting that hopefully this will be the final budget amendment for the 2014 -2015 fiscal year. <br />It has several purposes, and the reason it covers all the funds is it is applying the COLA that <br />was awarded earlier in the year, taking that budget out of the Human Resources Department <br />and applying it across the board to all the departments where those funds went. We are <br />making sure that all the budgetary needs for the year for closing out for audit are handled. In <br />the Capital Projects Fund one project was postponed due to other work that was being <br />completed prior to that and so those funds were redirected to where they were needed. Also, <br />we did not budget for the Public Art Trust Fund proceeds that arrived, and so we <br />appropriated those funds to allow expenditure or camlover of those funds to the new budget. <br />Public Speakers: None <br />Vice Mayor Gatto moved and Commissioner Levin seconded a motion to approve the <br />proposed Ordinance on first reading. The motion was approved by a roll call vote of 5 -0 <br />in favor. Second reading, public hearing will be held on Thursday, October 15, 2015, at <br />6:30 p.m. <br />Vote: Commissioner Aelion yes <br />Commissioner Goldman yes <br />Commissioner Levin L <br />Vice Mayor Gatto ves <br />Mayor Scholl ves <br />Mayor Scholl said before we hear Item 713, Commissioner Aelion just read a newspaper <br />article about going green, and he wants to compliment staff because they installed on his iPad <br />a new agenda software today. He is now using both the agenda book and his iPad. Next <br />time he is hoping we can dispense with the book, save trees, and stick with the software. <br />7B. An Ordinance of the City Commission of the City of Sunny Isles Beach, Florida, Amending <br />Section 265 -45(E) of the City Code to Clarify Height of Walls and Fences in the Back <br />Yard Area; Providing for Severability; Providing for Repeal of Conflicting Provisions; <br />Providing for Inclusion in the Code; and Providing for an Effective Date. <br />Action: City Clerk Hines read the title, and Planning and Zoning Administrator Claudia <br />Hasbun reported this Ordinance is as a result of new FEMA regulations that effect single - <br />family homes. It provides for a fence or a wall to be measured from the property grade <br />instead of from the street so that they can have a meaningful fence in their backyard. <br />Public Speakers: None <br />3 <br />
