Summary Minutes: Regular City Commission Meeting September 17, 2015 City of Sunny Isles Beach, Florida <br />9B. A Resolution of the Local Planning Agency of the City of Sunny Isles Beach, Florida; <br />Recommending to the City Commission of Sunny Isles Beach, the Ordinance Amending <br />Section 265 -18 of the City Code to Require Submission of a Staging Plan for Demolition and <br />Construction of the Development Project as a Requirement of the Site Plan Application <br />Process; Providing for an Effective Date. <br />Action: [City Clerk's Note: Items 9A and 9A.1 were heard together.] City Clerk Hines read <br />the title; and Planning and Zoning Administrator Claudia Hasbun reported. <br />Commissioner Aelion moved and Vice Mayor Gatto seconded a motion to approve the <br />resolution. LPA Resolution No. 2015 -92 was adopted by a vote of 5 -0 in favor. <br />913.1 An Ordinance of the City Commission of the City of Sunny Isles Beach, Florida. Amending <br />Chapter 265 "Zoning" Section 265-18 of the City Code to Require Submission of a Staging <br />Plan for Demolition and Construction of the Development Project as a Requirement of <br />the Site Plan Application Process; Providing for Severability; Providing for Repeal of <br />Conflicting Provisions; Providing for Inclusion in the Code; and Providing for an Effective <br />Date. <br />(First Reading 07/16/15) <br />Action: [City Clerk's Note: A replacement Ordinance was distributed prior to the meeting.] <br />City Clerk Hines read the title. and Planning and Zoning Administrator Claudia Hasbun <br />reported that this was requested by Vice Mayor Gatto. She noted that a revised Ordinance <br />was distributed as the 31) Model was removed at first reading. <br />Public Speakers: None <br />Commissioner Aelion asked about the TDRs. Mayor Scholl said right now the model was <br />only required to demonstrate what it looks like with and without the extra density or height. <br />He thinks when we go back to the 3D Model, he would like to see the adjacent massing <br />because that matters, it is relative to its neighbors. We need to come up with tight language <br />that gives us the ability to have a perspective on what is being presented. Ms. Hasbun said <br />then that we would have that ordinance at a later time, and Mayor Scholl said yes. He thinks <br />what we are saying is that we don't feel like we are getting a clear enough viewpoint relative <br />to the neighbors as far as the modeling is concerned. <br />Commissioner Aelion moved and Vice Mayor Gatto seconded a motion to approve the <br />Ordinance on second reading as amended.
