9F. *ADD-ON ITEM: <br /> A RESOLUTION OF CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, <br /> FLORIDA, INSTRUCTING THE CITY MANAGER TO MAKE CLERICAL SUPPORT <br /> AVAILABLE TO CITY COMMISSIONERS FOR WORK RELATED TO CITY <br /> BUSINESS; PROVIDING FOR AN EFFECTIVE DATE. <br /> ACTION: *[City Clerk's note: This item was added to the agenda,see agenda item 4,above.] <br /> City Clerk Brown-Morilla read the title and City Manager Jack Neustadt introduced the item. <br /> Public Speakers: none <br /> In response to Vice Mayor Morrow's request that Commissioners be provided with clerical <br /> support, City Manager Neustadt suggested amending the budget to provide funding to hire a <br /> temporary,part-time clerical person to work on an"as needed"basis to meet the clerical needs <br /> of the City Commission. He noted that the expense would be charged to the Commissioner's <br /> budget. Vice Mayor Morrow reminded that the City Commission had unanimously voted to <br /> create the Fashion, Film, Entertainment and Production Council (the Council), and she was <br /> asking for the staff support that was necessary as a Commissioner as well as to give the <br /> Council a chance to succeed. <br /> Commissioner Iglesias and Mayor Samson said they did not need support staff. Vice Mayor <br /> Morrow noted that Mayor Samson had a paid aide. Mayor Samson said that a friend,Richard <br /> Schulman, City Photographer and Historian, did volunteer work for him and for Concerned <br /> Citizens, but not as a paid City employee. <br /> There was discussion about the hiring and evolving duties of Susan Simpson. Vice Mayor <br /> Morrow asked if Commissioner Kauffinan was the Chairman of a Cultural Arts Committee. <br /> Mayor Samson said yes, but the City Manager said no. The City Manager asked the City <br /> Clerk to find where in the City Commission Minutes the Commission had approved of <br /> Commissioner Kauffman's idea of having a cultural program run by a City employee. <br /> Commissioner Kauffman said an employee did not run the program, she did it herself. The <br /> City Manager noted that her volunteer idea never resulted in the formation of a committee,nor <br /> her becoming a Chairperson. Vice Mayor Morrow asked why in one case an employee was <br /> designated to work on Commissioner Kauffman's project,but no staff was made available to <br /> help the Council. The City Manager said that hiring a person to work part-time on the <br /> cultural affairs program was approved by the City Commission, and it was done without the <br /> creation of a committee. <br /> Commissioner Turetsky moved and Commissioner Iglesias seconded a motion to approve a <br /> resolution authorizing the City Manager to hire clerical help to work for the City <br /> Commissioners two (2) days per week, if necessary.
