9G. *ADD-ON ITEM: A RESOLUTION OF THE CITY OF SUNNY ISLES BEACH,FLORIDA,CLARIFYING THE PROCESS TO BE FOLLOWED WHEN SCHEDULING A SPECIAL MASTER TO HEAR ADMINISTRATIVE APPEALS PURSUANT TO CITY ORDINANCE NOS. 98-21, 98-57, AND 98-71; AND PROVIDING FOR AN EFFECTIVE DATE. ACTION: *[City Clerk's note: This item was added to the agenda, see agenda item 4,above.] City Clerk Brown-Morilla read the title and City Manager Jack Neustadt introduced the item. Public Speakers: Special Master Manuel Ramos, retired Judge; Code & Licensing Officer Chris Steers City Attorney Dannheisser asked if the Code Enforcement Ordinance provided for the dual Special Masters and City Clerk Brown-Morilla said it was not within the ordinance. He clarified that the effective date of the proposed resolution was January 1, 2000. After discussion,the City Attorney summarized the consensus view that effective January 1, 2000, Judge Ramos will become "the primary Special Master;" if he is unavailable for any reason, the City would then call upon Judge Marshall Ader. City Clerk Brown-Morilla suggested that the consensus could be approved by motion rather than as a resolution. Vice Mayor Morrow moved and Commissioner Iglesias seconded a motion to approve the City Commission's expression of intent as stated by the City Attorney. The motion was adopted by a voice vote of 5-0 in favor. 10. MOTIONS: ACTION: See item 9-G above. 11. DISCUSSION ITEMS: 11A.
