Summary Minutes:Regular City Commission Meeting October 15,2015 City of Sunny Isles Beach.Florida <br /> bottlenecking and all of that. Our Chief is here and he is doing a tremendous job together <br /> with staff to handle this on a daily basis with his presence. You don't want to create a filling <br /> up of those vacated seats. He thinks if a class has to be changed from ceiling to what you say <br /> more auditory culture etc. facilities within this, so be it, but just include the number of kids <br /> which by the way is always the thrust of the School, that has to be treated very carefully. <br /> Mayor Scholl said the moral of the story is that he, for one, is not going to advocate <br /> proceeding until he, the Commission, and staff feels that we have an actionable plan that is <br /> enforceable. You know it is the same old story, we talked about the Skateboard Ordinance, <br /> he had said he was not voting for it because we can't enforce it. And so we need a plan that <br /> we know is enforceable,that we can monitor,that we can deal with because truthfully again, <br /> if that school was really only occupied by the students that belong there, the only time that <br /> we would have traffic is on a rainy day, otherwise the kids would walk. Commissioner <br /> Aelion said the point being that the school district is always looking for capacity,our internal <br /> problems with traffic is our responsibility. <br /> Commissioner Levin asked if we had any control whatsoever on the scheduling of hours. <br /> Mayor Scholl said no, all we can do is make suggestions, the School Board owns and runs <br /> the schools. Obviously we do a lot to help and work with the School Board and so he thinks <br /> they listen to our suggestions but at the end of the day we have no tangible control. <br /> Commissioner Levin asked how long do you think it will be until we hear back from the <br /> School Board as to whether or not they are going to put together an actionable plan? Mayor <br /> Scholl said we heard back from them two days after they got his letter and they scheduled a <br /> meeting. Commissioner Levin said let's say we move forward with this, where do we go <br /> from here,do we go ahead and have plans drawn up,a site plan,etc.? Mayor Scholl said no, <br /> he thinks from here we have to finish negotiating our arguments with the School Board as to <br /> our contribution,and then the architects proceed with the construction drawings,etc.,and we <br /> go from there. This is a preliminary presentation and you can all have discussions with the <br /> City Manager individually and express your concerns to the City Manager. <br /> Vice Mayor Gatto said what she is hearing is that we don't have much control, the School <br /> Board controls a lot of this but do we have control in the area of really digging our heels in <br /> whatever proposal they come back with, if it is not good enough we can send them back to <br /> the drawing board? Mayor Scholl said we will just say we will not build the school, and <br /> Vice Mayor Gatto said she would hate for us to build it and a year later have this same <br /> conversation again. Mayor Scholl said and again that is where he can tell you from his <br /> perspective that plan has got to be strong, it has got to be actionable, and it has got to have <br /> longevity to it so, and he thinks he has specific ideas on how to do that,we would set up the <br /> meeting talking about it but we are all going to be privy to that if and when we get there. But <br /> he thinks right now our leverage is we need a school expansion and if we don't have the <br /> proper undertaking to do that,there is no point in doing that in his opinion because all we are <br /> going to do is stir the building up as Commissioner Aelion pointed out, and we are going to <br /> be in the same boat with just more kids, we are going to be spending more money, and then <br /> we are going to have NSE #3 because that is what is going to happen. People will be <br /> screaming and we will end up building a third building. Again, we are in a unique position <br /> other then most communities because we do give such overwhelming support to our school. <br /> He can see in other areas of the County that this is not such a big issue because since the <br /> County runs all the schools, and other communities don't contribute to the schools like we <br /> 10 <br />
