Summary Minutes:Regular City Commission Meeting October 15,2015 City of Sunny Isles Beach,Florida <br /> Mr. Kline then went to the sections of each floor starting from the ground level parking,three <br /> floors of school, above that the community hall, above that seniors and fitness, civic <br /> expansion and office space. What that really gets to is a building that works extremely well <br /> in blending the existing City Hall, expanding the civic plaza, allowing this building which <br /> has many of the same materials that were used on City Hall to translate to the north. It is <br /> glassier in terms of the view because of the office component,the views north,east,and west <br /> are great, we have a veil of a sunscreen that we want to use on the south that will screen the <br /> solar issues and give it a much lighter look in terms of the image and also much more <br /> sustainable in terms of energy conservation. The building then if you look at it from the <br /> northeast looking into the plaza and we have ghosted in the pedestrian bridge which is not <br /> designed yet and so that is an approximate location, it is very thick on the east side. On the <br /> west side in your civic plaza, it has some room to maneuver,that would be the view looking <br /> from the existing school, the drop-off signage, and its own identity for the new grades 6, 7, <br /> and 8. What we really like is the building, and this was very important to the City, the <br /> building is picked up and floating above so that it is not a question of the building coming <br /> down Collins Avenue obscuring and losing the visibility of the existing Government Center <br /> but it is a great image of a lighter floating building pushed back from Collins Avenue, <br /> opening the plaza and creating a much more identifiable civic center. <br /> Mr. Kline said that they want to get the Commission's feedback and they are looking to <br /> continue with the design process. He noted that they know that there will be a Construction <br /> Manager on board very shortly to help them stay on budget and on schedule. <br /> Commissioner Aelion said he has three points: one, the number of seating capacity for the <br /> senior center, 100 to 120 seats. We have about 115 capacity here and we have to bring chairs <br /> from outside and so he doesn't know if that is something to think about as far as if the <br /> seating capacity can be increased somehow with the ongoing designs. Mr. Kline said he <br /> thinks we can expand the halls to some degree, but the question is, what are the functions <br /> there? If it is for lecture presentations it will be easier to expand, but if you are thinking <br /> about more of theater or something that requires the back of stage, then he thinks we are <br /> going to be pressed to how large we can expand it. Commissioner Aelion said it is both. <br /> The other thing is, you said and he thinks it is an excellent idea, the school on the west side <br /> and the commercial on the east side which is perfect. The potential interference with the <br /> elevators, etc., in other words he understood the concept but he did not understand the <br /> creating of non-interference between the two bodies with children and with commercial. Mr. <br /> Kline said there is no connection between the office civic component and the educational <br /> component,there is actually a physical wall that separates the two. So the students don't find <br /> their way into the office lobby, and it is a clearly divided program which they thought was <br /> important so you don't mix the students and the tenants. Commissioner Aelion said that the <br /> program shows the setbacks north and south of the proposed structure especially on the north <br /> side where we have an RK Plaza there. He had talked to the City Manager and they were <br /> going to check those backdoors for those businesses. Mr. Kline said we are trying to use <br /> every square foot of the property that we can because of the parking dimension. The parking <br /> dimension wants us to be as close to the property line as we can be,there are no egress access <br /> points from the back of the retail and we would build it in a way that's prefabricated but yes, <br /> we are trying to use every last square foot to maximize the efficiency of the building. <br /> 6 <br />
