Summary Minutes:Regular City Commission Meeting October 15,2015 City of Sunny Isles Beach,Florida <br /> Commissioner Aelion said so basically the point being in line of what you are saying,and he <br /> doesn't know from a fire safety point, if all the businesses had a backdoor then it is a moot <br /> point, there is nothing to talk about. But if it does not have a back door and it is a straight <br /> wall,then we could find an exception to that and actually go a little closer to the wall which <br /> would increase the capacity of the built. Mr. Kline said that we would agree,the only issue <br /> becomes constructability. We need the contractor to tell us how far we can come to our <br /> existing foundations of the retail. We don't want to interfere with those, we just need to <br /> make sure we are going to go as close as we physically can. <br /> Commissioner Levin said she started lobbying the City Manager a number of months ago <br /> about having gardens for the children to learn agriculture. She wants to thank the City <br /> Manager for getting you involved in this and you proposing that we have a rooftop garden <br /> where the children can learn how to do that. <br /> Commissioner Goldman commended Mr. Kline on a really pervasive design concept, <br /> functionality, climatic, it has great utility, great style and it is really terrific so far. She does <br /> have a couple of things. She would like to echo her concerns that the City really does not <br /> have a theater or auditorium, and the City Attorney would attest when we went to a talent <br /> show over the summer. We have only one auditorium in a school that is not even air <br /> conditioned at night, and she is questioning whether or not this 100-seat capacity is really <br /> enough and whether we can also augment with technology facilities and so forth to have a <br /> real auditorium not only for learning and for education but also for cultural activities. We <br /> have the Gateway Park coming but that is going to be outdoors and so whether or not this can <br /> suffice for more of an indoor venue that is what the City really needs and does not have. And <br /> so how we can accomplish that or whether or not this is the proper place, any other <br /> alternatives would be obviously very long termed and very offensive now that we have this <br /> building in front of us what we can do to really support that. To have an indoor facility that <br /> is more than what we can see at least on these renderings. Her second point is about the <br /> traffic flow. It is no secret when you add 600 students to that and there is really no vehicular <br /> ingress and egress other than the existing on Collins Avenue, is that correct? And so the <br /> question is whether that traffic flow is going to work,and hopefully we will stagger the hours <br /> to pick up the kids. But what that is going to do,what that impact is going to do and whether <br /> or not that is going to be analyzed,maybe not by you but by our Traffic people. How are we <br /> going to accommodate all the additional traffic that we anticipate for having this new <br /> building? City Manager Russo said that one of the things that we discussed with Planning <br /> and Zoning Administrator Claudia Hasbun is we are going to have our Traffic Consultants <br /> review the plan both for the vehicular flow and the pedestrian flow. Commissioner Goldman <br /> said good, and that she is a big advocate for having an indoor auditorium that can create a <br /> great indoor venue for the City. Mr. Klein said that they do realize the importance of the <br /> drop-off,the traffic flow,the mixture of cars and people and we have a couple of options that <br /> they will talk to the Traffic Engineer and see if we can work out the best solutions. <br /> Vice Mayor Gatto said she has the same concerns about parking and the traffic. She actually <br /> wants to get a better handle on the parking situation, there are two levels, the ground and <br /> underground, right? Mr. Kline said right, a full basement level with about 115 parking <br /> spaces, and at grade it is 43 parking spaces. He said they toyed with the idea of adding a <br /> third level of parking but that elevates the first level of school, another level up and the <br /> 7 <br />
