REcEllvED <br /> Nov102015 <br /> Mid-block Pedestrian Crosswalk /S <br /> Collins Avenue south of 189th Street <br /> PLANNING ZONING DEPT. <br /> A traffic study will be conducted to determine if an at-grade signalized pedestrian crosswalk is <br /> warranted and feasible on Collins Avenue south of 189th Street in Sunny Isles Beach, Florida. In <br /> order for FDOT to consider a pedestrian crosswalk at this location the following three conditions <br /> must be met: <br /> • The pedestrian crosswalk should be warranted based on the pedestrian volumes and <br /> availability of any alternative crossing locations. <br /> • The safety characteristics of the crossing location and traffic operations of the adjacent <br /> roadway. <br /> • Design feasibility of the pedestrian crosswalk and control type. <br /> MID-BLOCK PEDESTRIAN CROSSWALK WARRANT ANALYSIS <br /> In order for a location to be considered for a mid-block crossing, the location shall meet all the <br /> criteria in Section 3.8.5(3) and 3.8.5(4) of the FDOT Traffic Engineering Manual (September <br /> 2014). Those criteria require a minimum number of pedestrians during an hour, minimum <br /> number of daily vehicular volume and a minimum distance between adjacent crosswalks. <br /> Forty-eight hour machine counts and speed data will be collected on a weekend (Saturday and <br /> Sunday) on Collins Avenue north and south of 189th Street as well as on the on-ramp and off- <br /> ramp of SR 856 (Lehman Causeway). Pedestrian counts will be collected for two consecutive <br /> days (Saturday and Sunday) from 8:00 am to 6:00 pm. Pedestrians will be counted at three <br /> locations: at the proposed mid-block crosswalk location, north of the proposed crosswalk and <br /> south of the proposed crosswalk. <br /> The data collected will be analyzed and compared against the threshold outline in Section <br /> 3.8.5(3) and 3.8.5(4) of the FDOT Traffic Engineering Manual to determine if a pedestrian <br /> crosswalk is warranted at this location. <br /> OPERATIONAL AND SAFETY ANALYSIS <br /> If a pedestrian crosswalk is warranted based on pedestrian volumes, an operational and safety <br /> analysis will be conducted. The safety analysis will determine if the location of the proposed <br /> pedestrian crosswalk meets adequate stopping sight distance, has proper illumination, requires a <br /> raised refuge area and meets ADA requirements. An operational analysis will be conducted on <br /> Collins Avenue to determine the impacts of the exclusive pedestrian signal phase on traffic <br /> operations. The operational analysis will be conducted using the Synchro software to determine <br /> the adjacent intersections LOS, delay and 95th percentile queue. <br />
