The Town is built out with no land for traditional <br /> ® treatment BMPs. Stormwater runoff flows down gridded streets from east to west with no Services Provided <br /> ® stormwater treatment facilities in the Town. Runoff from State Road AlA eastward <br /> ® enters FDOT storm drains and flow out to the Bay via pump station and six injection wells Engineering <br /> at each outfall at 92nd and 88th Streets. Runoff west of AlA enters the Town's Surveying <br /> ® stormwater system and flows westward to the Bay untreated via six storm conveyance Permitting <br /> systems. Within one block west of AlA the land elevation drops rapidly creating shallow Planning <br /> 9 depths to ground water. The residential areas are so low that the ground water is only GIS <br /> O about 1.5 feet below the surface, eliminating the use of exfiltration trench for water Landscape ArchitectureConstruction Services <br /> ® quality purposes. During high tides the Bay backs up through the storm drain gravity Emergency Management <br /> system and into the streets, creating a surcharged system. All of the Bay frontage <br /> properties in the town have seawalls. Key Personnel <br /> ® Robert Jackson,PSM <br /> ® The Plan Greg Clements, PSM <br /> CGA developed the Town of Surfside Stormwater Management Master Plan to address Luis Pimentel,El <br /> ® <br /> water quality issues and reduce flooding within the Town. The Master Plan included a <br /> 9 complete engineering analysis based on the ICPR computer models of the stormwater Construction Cost <br /> ® management system. From a water quality perspective, CGA formulated the best $2,100,000 <br /> approach to reduce or eliminate pollutant discharge loadings into Biscayne Bay from <br /> 9 the Town's system. In addition, the modeling targeted improvement in hydraulic Consultant Cost <br /> ® performance of the Town's drainage system. 5399,500.00 <br /> 0 The Town's stormwater management system is divided into 9 drainage basins. Basins 1 <br /> thru 6 and Basin 8 were modeled with water quality improvements, as well as with <br /> ® basin interconnects for hydraulic improvement. <br /> 9 The majority of the basin interconnects were modeled at the downstream end of the <br /> O system to more evenly distribute the flow and to optimize the true discharge at each <br /> individual outfall. Control structures were installed upstream of all the outfalls to <br /> ® facilitate well discharge prior to overflow into Biscayne Bay through the outfalls. <br /> ® CGA also recommended that the Town consider the implementation of non-structural <br /> ® Best Management Practices, such as regularly scheduled street cleaning; inspections of <br /> ® commercial properties to ensure proper maintenance and storage of hazardous materials; <br /> and the functionality of wastewater and stormwater systems. Sediment removal devices <br /> 0 and drainage wells require periodic inspections,and the drainage system requires proper <br /> O maintenance for most efficient operation. Page 21 18 <br />
