<br /> • Prepared rate studies for the Utilities in order to estimate the revenue requirements to ensure that
<br /> • each utility will operate on a financially self-sufficient basis. The studies included collecting, reviewing
<br /> and evaluating historical and current financial records, operation and maintenance reports, forecasting
<br /> customer growth, water consumption and wastewater for each customer class, reviewing capital
<br /> • improvement programs. Reports were prepared for these studies. This technical report included the
<br /> • data and tabular displays of the analysis listed above. The reports were presented to the City
<br /> Commissions along with conclusions and recommendations at public meetings on this rate study.
<br /> • • Prepared a Utilities master Plan to examine the existing utility system within the Tow of Davie's utility
<br /> • service area. Estimates of the projected water and sewer needs were made. The physical condition of
<br /> the Town's infrastructure was examined. Modeling of entire water and sewage transmission system
<br /> •
<br /> was performed. WaterCad was software used. Recommendations for improvements to the existing
<br /> • infrastructure were made as well as recommendations for new infrastructure. The following items
<br /> • were examined: Drinking Water, Pumping and Distribution System, Storage Tanks, Water Supply,
<br /> Water Treatment Facilities, Wastewater Collection System, Wastewater Transmission Piping, Pumping
<br /> • System,Wastewater Treatment Facilities
<br /> • • Coordinated design of two High Density Polyethylene (HDPE) pipe Horizontal Directional Drills for the
<br /> • City of Dania Beach under two different SFWMD canals. One crossing was under the Dania Cut Canal
<br /> and the other under the C-10 canal. The scope of the project included 1,000 L.F. (Linear Feet) of new
<br /> I• 12" W.M. HDPE pipe, tie-ins and hot taps to existing water mains, water service connections, and the
<br /> • removal of existing pipe. The project was conducted on an expedited schedule to meet key deadline set
<br /> by FDOT utility relocation schedule.
<br /> •
<br /> • Sewage Pumping Station Design - Directed the design of new and replacement pumping stations using
<br /> • both dry pit pump designs and submersible pump designs from 2.5 Hp to 175 Hp pumps. Designs
<br /> • included new concrete valve vaults, discharge piping, new concrete pads, fencing and landscape. The
<br /> existing wet wells and receiving manhole were structurally rehabilitated. Stations included electrical
<br /> • control panels as well as some received separate emergency back-up generators.
<br /> • • Can Pump Station Conversions - Directed the design of many replacement of existing pumps in the
<br /> • adjacent dry well with new submersible, non-clog pumps in the wet well. The wet wells are generally
<br /> rehabilitated to prevent infiltration unless the wet well is not of sufficient capacity and then the wet
<br /> • well is converted to the terminal manhole and a new wet well is designed adjacent to the existing
<br /> ® structure. The stations are bypassed during construction, which also included installation of new
<br /> submersible pumps, emergency electrical connections and site landscaping.

<br /> • Performed computer modeling of water distribution and wastewater transmission systems using
<br /> • WaterCad modeling software for utilities serving from 35,000 to 165,000 customers.
<br /> • • Contract City Engineer for six years for a city with a population of over 65,000. Responsible for all
<br /> capital improvement projects including water,sewer, drainage, paving, landscaping and traffic projects.
<br /> • Projects included new stormwater pumping stations, roadway widening with additional travel lanes,
<br /> • bike lanes and bus shelters, installation of traffic signals, installation of round-a-bouts, construction of
<br /> • new parks and upgrades to existing parks, construction of a new city hall, construction of a public
<br /> works complex with fueling station, installation of SCADA on all pumping stations. Duties include
<br /> issuance of engineering permits, coordination of inspection associated with those permits, review of
<br /> • site plans,attendance at staff meetings and all City Commission meetings.
<br /> • Prepared Engineering Standards for two municipalities.
<br /> • • Managed the Manatee Isles Drive Improvements project. This is two lane divided roadway, with turn
<br /> • lanes, in a residential area, connecting several neighborhoods to an elementary school on the east end
<br /> • and Florida Nature and Cultural Center on the west end. This project included added bicycle lanes,
<br /> sidewalk, LED street lighting, drainage improvements, curb and gutter and improved school zone
<br /> • markings at the Elementary School. Construction management services we also performed.
