Approach/Methodology(cont'd) <br /> ® Our experience with FDEP, USACOE, Water Management Districts, FFWCC, FDOT and many other <br /> agencies enable us to provide reasonable assurance so that we can accomplish the permitting work in <br /> reasonable time. As you will notice throughout this submittal, we have extensive permitting experience. <br /> We offer realistic permitting time frames for all work. We typically start the technical and bid drawings <br /> once we have submitted the permitting and during the Request for Additional Information process. This <br /> enables us to save time and keep the project on schedule, as needed. Once the permits are secured <br /> and we have completed the 30% and 60% design, we finalize by presenting the City a 90% plan <br /> review. A key to all successful design is reviewing the plans for constructability. We ensure that there <br /> are not constraints on the project that may prevent construction equipment from working in the areas of <br /> interest. We look for above and below-ground utilities, trees, structures and anything else that may <br /> affect construction. Our experience in construction management will be of great value to the City on <br /> any project. Once the permitting and design are approved, we move into the bidding phase. <br /> Project Bidding and Construction Management: <br /> DMC can either assist with or completely prepare the City's bid packages, to include the technical <br /> specifications, plans, permit requirements and all City contractual obligations for the contractor. DMC <br /> will assist with any advertising, scheduling of due dates and pre-bid meetings as well as bid reviews <br /> and recommendations. DMC will assist in answering any contractor questions at the pre-bid meeting <br /> and provide addendums, as needed. Once the contractor has been selected, we ensure that all <br /> schedules, safety plans and permit compliance is received and is understood by the contractor. We <br /> require a list of all staff and key personnel, including emergency contacts. We also ensure Sunshine <br /> State One Call of Florida is contacted to coordinate all utilities (e.g., FPL, cable, Bell South, etc.). We <br /> go over all pay requests and requirements at a pre-construction meeting. DMC staff will provide daily <br /> inspections and reporting required by the City, funding agencies and the regulatory agencies for <br /> compliance. DMC has vast experience in this area. Our goal as your engineer is to minimize your <br /> involvement in day to day field work. We keep you posted on any field related issues where immediate <br /> action needs to be taken. All such work is documented so there is always a paper trail! <br /> Project Close-out: <br /> Projects are generally not complete until a final field inspection is conducted with the contractor to <br /> ensure all project work has been done as required. All issues are addressed and damage is repaired. <br /> Most importantly, an as-built certification is provided and verified to ensure the work was done to scope <br /> and satisfaction of the client. Once all of this is completed and payments, liens and bonding released, it <br /> is important to ensure that the funding agency criteria is met for final project close-out. We realize that <br /> it takes many steps to complete a project successfully and DMC has the experience to guide our clients <br /> along the way. Our goal is to manage your project for you so that the City's Project Manager has <br /> to invest minimal time on any project. Go ahead and call any of our clients; you won't be <br /> disappointed! <br /> The DMC team will employ the above steps in the overall planning, design development and <br /> construction estimation to complete your project. In all of this, quality control and assurance (QA/QC) <br /> begins when we start our first communication on a project and ends at our final close out. QA/QC is <br /> both internal to DMC and external to our sub-consultants. Sub-consultants are required to hold the <br /> same standards we do; it is our contractual obligation.
