Project Manager/Project Engineer; Fuel System Replacement, LOC, Inc.—Obtained regulatory approval and funding for excavation and fuel system replacement as the lowest cost cleanup option in response to a second release event at Suncoast Amoco facility No. 135 in St. Petersburg. Florida in 1992. Designed/selected all components for a multi-compartment tank and fueling system upgraded with secondary containment. Integrated piping for ASNE and nutrient injection at various desired depths in the excavation backfill. Reduced remaining soil and groundwater contamination from surrounding zones (beneath building. etc.) using ASNE and bioremediation. Inspected installation. Prepared excavation and cost reports. Expert Witness; Confidential Client—Discovered evidence of substantial fraud against client by previous consultant, based on initial review of client's files for a convenience store in central Florida. Estimated and documented fraudulent invoice transactions. Supported legal counsel's securing an expedit- ed civil judgment against the consultant, who was at the time missing. In- volved the Florida Department of Law Enforcement. Provided them with spreadsheet tabulations and other evidence of false fees. Subsequently. the "consultant" was extradited from Louisiana. prosecuted. and sentenced to prison.
