F.J. "PACO" AMRAM, P.E., LEED AP
.. Page 3
with all applicable regulations. The 8-month project was executed on a time
and materials basis approximately 20 percent below the purchase order limit.
Project Manager; BMP for Stockpile and Use of Combustion Fly Ash and
Dredge Materials, Florida Crushed Stone (FCS)—Prepared a BMP plan to
be used by FCS for their recycling of industrial dredge and fly ash by-product
materials obtained from a regional coal-burning power plant. Obtained by-
product data and inspected the facility and operations in Brooksville. Florida.
Devised suitable control options acceptable to the client. Per 40 CFR Chapter
1-Part 122.2. the BMP plan specified the engineering controls, prohibitions.
and O&M procedures to control runoff, spillage, and drainage from the raw
material storage and transfer to the cement production operations.
' Project Manager/Senior Engineer; Emergency Response Cleanup,
Assessment and Closure, Ballast Nedam Construction—In response to a
release from the client's portable deisel fuel tank. performed preliminary
' assessment activities and directed onsite soil removal action at a facility in
Florida. Interacted with the regulatory agency and with the neighboring
resident who uses an onsite well for water supply and whose property was
visibly impacted. Excavation was directed with extreme care due to multiple
subsurface utiltities. including a water main. multiple fiber optic conduits. and
unprotected phone/cable lines. A high-tension power line pole limited
excavation depth to about 8 ft. Impacts were visible at that depth but could not
1 be excavated. Expedited agency approval to inject peroxide into this zone and
then petroleum degrading bacteria into the backfill. The followup assessment
was completed. No diesel contamination was detected in groundwater.
Benzo(a)pyrene. other PAH compounds, and EDB were detected above
standards. However. ECT successully demonstrated that these residual impacts
in soil and the EDB in water were not attributable to the recent diesel fuel
release. A No Further Action/Site Rehabilitation Completion Order was
approved. No adjacent owner damage claims were made and no utilities were
damaged.
Project Manager; Interim RAP, Confidential Client—Designed in-situ/ex-
situ remediation of chlorinated solvent and acetone plume in central Florida.
The acetone remediation included aeration and it-situ recirculation for
biodegradation. due to the costs and difficulty of removing highly soluble
acetone from groundwater.
Project Manager; Interim RAP, Confidential Client—Designed
' remediation of chlorinated solvent plume near municipal well field in central
Florida. Used 2-dimensional models to estimate groundwater recovery and
infiltration rates for this system combining groundwater pumping and multi-
phase extraction.
Project Manager; Fuel System Compliance Management, Confidential
Client—Provided compliance management to central Florida client with nu-
1 merous problems. Reviewed notices of violations received from the regulatory
agency by the owner of multiple fuel station properties in Pinellas County.
Florida. Evaluated available data and determined compliance options and costs
to cure. Attended annual compliance inspections and incident investigations
1 with agency personnel. Reviewed/summarized information about previous re-
leases eligible for State cleanup funding. Negotiated with the regulatory agen-
cy on behalf of the owner and thus eliminated significant fines.
1
rmtm'"d°ar CarmEa a Technology.ht. wawt.YkNI E Y"F SUNNY tsusnrveNoIcEsnstnA.st.noc-041o1
