Based on our recent and ongoing experience
' with current services contracts for other city and municipal government agencies, ECT's current working
knowledge of the regulatory requirements and issues associated with the project and technical strate-
gies and expertise to address these issues are highly regarded in the environmental consulting industry.
ECT's proposed project team has been assembled based on their proven ability to achieve all of the
City's project objectives and accomplish all services identified in the request. Highlights of ECT's re-
sponsiveness to the project requirements include:
• ECT's proposed approach has been proven successful on current and past governmental
agency contracts and numerous, other multidisciplinary contracts similar to the requested
i • environmental consulting services.
Project team members have been selected based on their unique qualifications and expe-
rience to complete the project requirements.
• Project team's project experience meets and exceeds the anticipated scope of services.
• Proposed local project management team (Fort Lauderdale) provides for effective control,
coordination, and communication with City staff.
• Proposed project team has extensive experience over many years of coordinating and
working with South Florida governmental agencies to solve local environmental issues.
' 4.1 ECT'S APPROACH AND METHODS TO BE USED IN PROVIDING
THE REQUESTED SERVICES
ECT's proposed approach to accepting and completing specific projects will vary somewhat depending
upon the nature of the assignment, but an example of a generic project approach, which could be ap-
plied to a variety of common civil and environmental engineering design-bid-build projects, is summa-
' rized as follows:
Contract Kick-Off
Upon award of the contract, ECT's project management team will schedule a kickoff meeting with City
contract management personnel to discuss the contract and review the general scope, scheduling
needs, budgetary constraints, relative priorities and client expectations relative to ECT's performance
under the contract.
Task Negotiation
' For specific tasks in which the City desires ECT's services, it is anticipated that task negotiations will
generally proceed as follows:
Establishment of a Task-Specific Statement of Work and Project Schedule
As individual service requirements (herein, "tasks") are identified by City staff, the City will fur-
nish ECT with a detailed statement of work and project schedule. ECT may request additional
information as needed to clearly define the project parameters and any special considerations or
project constraints. An informal conversation is often helpful at this stage, aided by review of
background information such as graphics and correspondence.
