`�I: Civil/Environmental Engineering <br /> RFQ 1112-04-02 <br /> • Provide bidding and bid review assistance as desired by the City. <br /> • Attend the onsite pre-construction conference with the City's project manager, construc- <br /> t tion contractor, applicable subcontractors and other parties (e.g., construction material <br /> suppliers) as appropriate, to formally introduce all parties, to accomplish project adminis- <br /> trative coordination, to reinforce project communication, notification, submittal and 3rd <br /> party testing protocols as spelled out in the contract documents, to review permit compli- <br /> ance issues, etc. <br /> • Provide construction administration services during project build-out and review 3rd-party <br /> testing results as needed. <br /> • Complete record (sometimes called "as-built") drawing certifications and close out con- <br /> struction phase permits. <br /> 1 Proiect Follow-Up <br /> 1 ECT customarily visits project sites periodically following project completion to assess perfor- <br /> mance over time, identify any operational issues, etc., and holds informal debriefings with client <br /> staff as part of routine communications, to gage client satisfaction and evaluate possible needs <br /> for process improvements. For complex or unusual projects, ECT often finds it beneficial to both <br /> our clients and our project management team to hold informal reviews of client satisfaction at <br /> project completion, including possible opportunities for improvement of project protocols, tech- <br /> nical' or administrative processes, or any other aspect of our important working relationship with <br /> our valued clients. <br /> ' We recognize that the best clients are repeat clients, and our project follow-up is an important <br /> part of our efforts to achieve optimal client satisfaction and to earn the City's ongoing business. <br /> ' ECT's general approach is to prepare work plans for each task assigned. In the work plans, we outline <br /> the various steps required to achieve project objectives. In this section, we present outlines for general <br /> approaches to Phase 1/11 ESAs, contamination assessment, and other work plans. These generalized <br /> approaches are the ones we have successfully used to complete environmental engineering projects <br /> similar to those requested by our clients of local governments. <br /> Phase 1/11 ESA Tasks <br /> • Receipt of task order. <br /> • Selection of task manager and staff. <br /> I . Development of work plan. <br /> • Negotiation of budget and schedule with City. <br /> • Initiate task. <br /> 1 • Review of American Standards of Testing and Materials (ASTM) standards for amend- <br /> ments to ASTM-required Phase I under Practice 1527. <br /> • Review of other standards (if not ASTM)for specific Phase I task. <br /> • Conduct records search (including aerial photographs). <br /> • Conduct regulatory agency records search. <br /> • Perform site reconnaissance. <br /> • Conduct interviews. <br /> • Conduct site visit. <br /> 6 t'twmena! 30 <br /> 1 , Technology,Inc. <br />
