I .• Identify recognized environmental conditions. Determine need for Phase II. • Prepare Phase I report. IIf a Phase II ESA is necessary: • Designate task staff. I • Prepare work plan. • Negotiate and obtain approval of City for budget and schedule. • Prepare health and safety plan. • Determine number of monitoring wells and soil borings or other action (e.g., soil sam- pling). • Determine applicable laboratory analyses. • Conduct monitoring well drilling and/or soil boring advancement. • Collect soil samples for infield organic vapor measurements. • Measure groundwater level elevations. • Collect groundwater and/or soil samples for laboratory analyses. • Collect surface water samples, if applicable. I . Interpret field and laboratory analytical data. • Prepare Phase II report. I Contamination Assessment/Remedial Action Task • Receipt of task order. • Selection of task managers. I • Site review, development of work plan and cost estimates.Work plan may include: o Geohydrological studies of soil and groundwater. o Conduct initial remedial action, if necessary. I o Prepare an assessment plan. o Conduct contamination assessment—drilling, sampling, lab analysis. o Prepare assessment report. Io Evaluate control alternatives. o Prepare construction drawings. I o Develop remedial action plan (RAP). o Provide construction supervision. o Acquire permits. I o o Secure site access. Conduct risk assessment, if necessary. o Perform site monitoring. I o Dispose of contaminated material. o Prepare and submit quarterly and annual progress reports. • Task initiation upon approval by City of work plan and budget. I .
