To Whom It May Concern: IEnvironmental Consulting & Technology, Inc. (ECT) has been providing professional engineering and con- sulting services to the City of Carrabelle under a continuing services contract since 2007. Under this contract, ECT has performed two major stormwater management retrofit projects known collectively as the 10th Street Basin Drainage Improvements. ECT's services for these concurrent projects included project planning, grant ' application and administration, engineering design, permitting, bidding assistance, construction administra- tion and environmental consulting services. The projects successfully addressed chronic problems with ero- sion, unstable drainage channel banks, inadequately treated runoff entering sensitive coastal waters (St. George Sound), failing drainage infrastructure, coastal utilities vulnerable to storm damage, localized flood- ing, and invasive plants. ' In all of their work on these two projects, ECT's engineering personnel have been highly professional, proac- tive, and responsive to the needs of the City. ECT's project manager, Leland Smith, consistently demon- strated a commitment to excellence in client service, clear communication and an emphasis on providing I value to the City throughout the design and construction phases of both projects. Follow-through on action items and deadlines was consistent, and progress was maintained without reminders. Contractor pay re- quests and the City's grant reimbursement applications were processed expeditiously and contained appro- I priate information for processing. In summary, the City is pleased with ECT's past performance on capital stormwater engineering projects, and will not hesitate to use their services again in the future.
