(ECT) has been providing professional engineering <br /> and consulting services to the City of Lakeland under a continuing contract since 2004. Their <br /> primary tasks have been to provide a system review and basin-wide stormwater modeling, to <br /> ' develop a watershed management plan for Lake Gibson, and using the plan as a design basis, to <br /> provide engineering services for a regional stormwater treatment facility. ECT developed <br /> engineering plans and ERP permitting documentation for the regional treatment facility, <br /> ' successfully obtained an ERP with minimal RAI's, provided bid support and construction phase <br /> services, and supported project closeout with transfer to operations. <br /> ECT's in-house expertise in all areas of the project was exemplary. Project status was always up to <br /> date and field issues were quickly solved through rapid, concise and professional communication <br /> to all involved. In every aspect of their work, ECT's project managers and supporting staff have <br /> ' been highly professional and responsive to the needs of the City. ECT's project managers are <br /> committed to excellence as shown by the credentials of their staff and their excellent <br /> ' communication throughout the projects. They were always in tune with the needs of all project <br /> stakeholders from permitting agencies, grant managers, contractors and the City. Follow-through <br /> on meetings and deadlines was consistent and progress was made without reminders. No delays <br /> ' were experienced regardless of the complexity of the issues involved. Proposed costs were adhered <br /> to without the need for change orders initiated by the consultant. Invoices are submitted <br /> consistently and contain appropriate information for processing.
