Broward County citations resulted in environmental assessment work be- <br /> tween 1985 and 1992. A contamination assessment and subsequent remedial actions indicated petroleum <br /> and chlorinated solvent impacts were present in the soil and groundwater. EPA became interested in the <br /> site while investigating groundwater contamination in the vicinity of the Peel-Dixie Wellfield, located north of <br /> the facility. Subsequent investigations lead to the inclusion of the site on the National Priority List(NPL) da- <br /> tabase in March 1998. Administrative responsibility for the site was divided between Federal Superfund, to <br /> address the non-petroleum chlorinated solvents which have extended offsite, and the State of Florida Petro- <br /> leum Cleanup Program to address the petroleum impacts. <br /> A Conditional No Further Action (NFA)was requested for the petroleum impacts by Golder&Associates in <br /> 2003, subsequent to four(4) rounds of groundwater sampling and analysis of five onsite shallow monitoring <br /> ' wells (SMW-1 through SMW-5). While the Conditional NFA was considered by FDEP, a draft Restrictive <br /> Covenant for a deed restriction was not provided(FDEP, 2003). <br /> ' The FDEP comments letter indicated that any future sampling conducted to demonstrate that the ground- <br /> water at the site has attenuated to unconditional NFA levels,for the purposes of lifting a deed restriction and <br /> issuing a superseding unconditional NFA, would require sampling of SMW-1 through SMW-5 for specific <br /> historical parameters, including BTEX, PAHs, lead and chromium. <br /> In August 2006, ECT was designated as the cleanup contractor by the State of Florida. ECT met with a <br /> ' Broward County Environmental Protection Department (EPD) representative to review current site condi- <br /> tions and to develop a scope-of-work. Based on the groundwater sampling event conducted in December <br /> 2006, petroleum constituents were identified on the property above GCTLs and natural attenuation levels. <br /> ' ECT conducted quarterly monitoring and groundwater results for sampling events conducted in 2007 <br /> through 2010 continue to indicate that elevated concentrations of petroleum constituents exist above the <br /> GCTLs.
