MARC A. LEFEBVRE, P.E.
Page 4
Project Engineer; Due Diligence for Numerous Florida Lending Institu-
tions, Law Firms, and Developers—Prepared numerous assessment and re-
mediation cost estimates for petroleum-impacted sites including used oil, gaso-
line. and diesel fuel as part of due diligence work prior to property transac-
tions.
Project Engineer; Lagoon Remediation Project. TECO Coalbed Me-
thane—Project involved remediation and stabilization of iron and barium-
laden sludges through belt filter pressing and kiln dust stabilization. The pro-
ject occurred at a methane gas production facility in Ducanville. Alabama. The
project involved slurrying the sludge to obtain a uniform consistency and add-
ing oxidizing agents to convert ferrous iron to ferric iron. Kiln dust was used
to increase the alkalinity of the sludge to render it nonhazardous.
Project Engineer; Cover Design, Florida Department of Transportation
FDOT) RCRA Landfill—Designed cover for a large waste management cell
for solvent and asphalt waste in Fairbanks. Florida. Cover consisted of clay.
high-density polyethylene. and vegetation.
Project Engineer; Groundwater Remediation Design, FDOT RCRA
Landfill—Designed air stripping tower, piping. pumps. and control system for
drum disposal site in Fairbanks. Florida. with groundwater impact from chlo-
rinated solvents. Prepared contractor specifications for excavation. decontami-
nation procedures. and air monitoring for RCRA hazardous waste disposal.
Project Engineer; Site Delisting, BMI Textron—Prepared rationale for
delisting this facility in Boynton Beach. Florida, from the National Priority
List. Facility was impacted with cyanides. fluorides, heavy metals. and chlo-
rinated solvents.
Design Engineer; Groundwater Remediation, Sterling Drug—Designed
airstripping treatment system to remediate chlorinated solvents and benzene at
hazardous waste landfill in Albany. New York. Also designed a pretreatment
system to alleviate organic and inorganic fouling of carbon vessels.
Project Engineer; Contamination Assessment, Upjohn Chemical-
I Performed a contamination assessment at this experimental pesticide facility in
Delray Beach. Florida. contaminated with DDT. DDE. and pesticide-carrying
agents. Assessment was performed in Level B health and safety gear. Per-
i formed hydraulic calculations to project treatment flow rate for remediation
design.
Project Engineer; Bioremediation, Chemairspray—Involved in conceptual
' treatment of toxaphene through a land-farming operation in Okeechobee. Flor-
ida. using enhanced biodegradation with calcium hydroxide. Currently. meth-
od is being reviewed with EPA.
Project Engineer; Remediation of Creosote, Kennedy Generating Sta-
tion—Performed value engineering services on behalf of client to review pro-
posed encapsulation of creosote and arsenic contaminated sediments in the St.
Johns River and on dry land in Jacksonville.
